- The Bureau of Reclamation (BOR) proposes to negotiate the noncompetitive award of a contract with the State of Washington, Department of Ecology, P.O. Box 47600, Olympia, Washington 98504-7600 for hydrogeology and hydrology studies of the declining Odessa Groundwater Management Sub area aquifer, the object of the Odessa Sub area Special Study of the Columbia River Initiative. The North American Industry Classification System (NAICS) Code is 924110. Work includes hydrology and hydrogeology studies with alternate concepts development for the Odessa Sub area Special Study. Estimated start work date is May 8, 2006 and performance completed by September 30, 2006. The State of Washington, Department of Ecology is the only entity known to possess the following qualifications needed to meet the Bureau's requirements and work schedule: (1) Furnish the State of Washington, Department of Ecology Columbia Basin Ground Water Static Head database and provide analysis thereof; (2) furnish an inventory of existing surface and ground water rights, permits, and claims in the Odessa sub area; (3) consult on the final water availability study; (4) collaborate in the development of a groundwater model; (5)consult on any numerical modeling for the evaluation of alternative scenarios within the Columbia Basin Project Area; (6) provide limited professional services should additional long-term ground water monitoring points be constructed; and (7) participate in the Project Alternatives Solutions Study (PASS). Firms which meet the above contract requirements should submit their qualifications in writing specifically addressing all of the foregoing seven requirements to the Contracting Officer. All responses received within 15 days will be considered. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons must identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
