Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to enter into sole source negotiations with Hoffman Engineering Corporation, Stamford, CT for a quantity of three (3) Night Vision Imaging Scope (NVIS) Inspection Scopes, P/N NVG-102C for site-stand-up at VMGR-152 (Okinawa, Japan). The NVIS Inspection Scopes will be used to test covert lighting levels outside of the KC-130J aircraft, and are designed to allow direct visual analysis of covert lighting components relative to their potential compatibility for use with NVIS goggles. The proposed acquisition is for Peculiar Support Equipment (PSE) for which the Government does not own drawings or specification. Hoffman Engineering holds the technical drawings, specifications, and data rights to manufacture the support equipment. NAWCADLKE intends to procure these items under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
