- Description
- REFERENCE NUMBER N69218 ACOUSTIC ENERGY. The Naval Facilities Engineering Service Center (NFESC), is interested in working with a manufacturing company under a Cooperative research and Development Agreement (CRADA), or other flexible joint-development agreement to complete the design and production of one or more high-energy underwater acoustic sources. Qualified firms interested in working closely with NFESC to complete a production design of the below-described equipment should possess the industrial and technical experience to design and manufacture this equipment for military applications. Preferably, candidate firms would have experience with cavitation phenomena, and in the design and fabrication of underwater cavitation equipment. Interested firms should respond with brief documentation showing the company?s ability to fulfill the requirements described below. Only prime contractors should respond. A list of responding prime contractors will be furnished to potential sub-contractors upon request. DESCRIPTION: The prototype design should utilize the principle of cavitation to generate an underwater acoustic waveform, similar to a watergun. The machine can use any suitable mechanical process to create the desired effect. The intent is to explore the limits of acoustic energy that can be generated in a single cavitation pulse. Target characteristics of the prototype machine will be: peak acoustic pressures of (at least) 2000-psi (263 dBm re.1uPa at 1-m); pulse widths in the range of 0.5 to 4 milliseconds; ability to generate multiple pulses at 2 to 10-second intervals; ability to generate 1000s of pulses without breakdown or maintenance; capable of salt water immersion for extended periods and to depths of 130-ft; utilize compressed gas or hydraulics as a source of power; and utilize electrical cables for the firing and monitoring circuits. The Point of Contact for this action is Mr. Dale Synnes, Code ESC-32 NFESC, 1100 23rd Avenue, Port Hueneme, CA 93043-4301, (805) 982-1020, e-mail dale.synnes@navy.mil. Responses to this sources sought notice should be sent to Mr. D. Synnes no later than 26 May 2006. NOTE: THIS IS NOT A REQUEST FOR SOLICITATION AND NO CONTRACT WILL BE AWARDED SOLELY ON THE BASIS OF THE RESPONSE HERETO, OR ON FOLLOW-UP INFORMATION SUBSEQUENTLY SOUGHT. NO REIMBURSEMENT FOR ANY COSTS ASSOCIATED WITH PROVIDING THIS INFORMATION WILL BE MADE. THIS NOTICE IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ULTIMATELY ISSUE AN IFB, RFP, RFQ OR CONTRACT. IN THE EVENT A SOLICITAION IS DEVELOPED, IT WILL BE ASSIGNED A FORMAL REQUEST FOR PROPOSAL (RFP) NUMBER AND THE ANNOUCEMENT WILL BE PUBLISHED ON THE NAVY ELECTRONIC COMMERCE ONLINE (NECO), FEDERAL BUSINESS OPPORTUNITIES (FBO) AND THE NFESC-PC INTERNET.
