- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This requirement is for a Firm Fixed-Price contract for the acquisition of two (2) complete Unmanned Air Vehicles (UAVs) and any Ground Control System (GCS) components, other than standard personal computers, that are required to operate both UAVs simultaneously in an autonomous manner. The two UAVs, GCS hardware and software, GCS development licenses, and all associated documentation will be referred to as the UAV System. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Proposals (RFP); the solicitation number is N00178-06-R-3034. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-16. This item will be acquired through full and open competition. The associated standard industrial classification code is 3721; the Small Business Size Standard is 1,500 employees. This requirement is set aside 100 percent for participation by small business concerns. Note 1 will apply. DESCRIPTION: A. UAV Requirements: 1. General Flight Requirements: The UAVs shall be capable of powered flight and shall have autonomous take-off and landing capability from a paved, 500 ft. runway, with a full payload and fuel load. The UAV shall be capable of achieving a minimum altitude of 5000 ft. within 15 minutes after takeoff on a day with 80% relative humidity, and 85 degree F, ambient temperature.. The UAV shall have available payload capacity of at least twenty pounds at maximum take-off weight. The available payload capacity shall fit in a cavity within the UAV and shall be accessible from the bottom of the UAV with removal of simple fasteners. The payload bay shall provide attachment points, space,! and power for installing a BAI Aero Systems Mini-66 type sensor. The UAVs shall each be equipped with landing gear that provides clearance of at least four inches between the bottom of the installed Mini-66 type sensor and the ground. Auxiliary space of .75 Cubic feet and 300 Watts of 12 VDC power shall be provided for customer installed equipment. The UAV shall be capable of carrying enough fuel and have sufficient battery power to provide a flight duration of at least 90 minutes with a full, 20 lb. payload (or a 20 lb. ballast weight) installed. 2. Video and Communications Requirements: The UAV shall have a fixed focal length, fixed view, auto iris video camera with at least 640 X 480 (1024 X 1024 preferred) pixel 12-bit color resolution. The fixed view camera shall be oriented to provide a forward looking (Pilot?s) view and shall be capable of +/- 35 degrees in azimuth and elevation in reference to the aircraft centerline. The UAV video shall be transmitted to and displayed on the GCS on a radio frequency in any of the commercial or shared frequency bands between 902 and 10005 Mhz. Each UAV shall transmit its video on a separate channel to avoid cross-talk of the two video signals. The UAV shall have a full duplex command and control transceiver operating in any of the commercial or shared frequency bands between 902 and 10005 Mhz. This transceiver shall receive and transmit data to and from an equivalent transceiver supplied by the vendor as part of the GCS equipment. The transceiver pair, with vendor supplied antennas, shall be capable of at least a 20 mile line of sight range in clear weather. 3. Autopilot Requirements: The UAVs shall have full autonomous autopilot capability to include automatic heading, speed, altitude, pitch, roll, and yaw control. The autopilot subsystem shall be capable of receiving a flight path defined by a minimum of 1000 waypoints in standard Global Positioning System (GPS) format (WGS-84). The autopilots shall be capable of in-flight waypoint programming in order to support ground based UAV flight path control. The autopilot shall also perform error-checking on newly received waypoints from the GCS prior to application and/or execution. If an error is detected by the autopilot on receipt of a waypoint set update, the autopilot shall not implement the received waypoint set and shall transmit an error message to the GCS. Each autopilot shall be capable of transmitting the UAV?s current GPS position, its current speed setting, heading, and altitude setting to the GCS at least once every two seconds. Additional data transmission to the GCS is also acceptable. The autopilot shall also be outfitted with a commercial radio control receiver so that emergency control from a ground based operator using a standard Futaba-like radio, can be achieved at short ranges. In the event of a communications failure between the UAV and the GCS, the UAV shall be capable of executing a pre-planned, pre-defined maneuver, autonomously. The maneuver capability shall include an autonomous landing capability at the takeoff point,! or at another pre-defined point. The pre-planned maneuver shall be capable of being loaded into the UAV autopilot prior to takeoff. The UAV shall utilize a dual-frequency (L1 and L2), active GPS antenna with a minimum 40 db gain. The autopilot shall provide at least one RS-232 pass through for use by the customer as a payload control channel. 4. Telemetry Requirements: Each UAV shall be capable of transmitting to the GCS, relevant real-time flight data, to include at a minimum: current GPS time, position, position error estimates, velocity and velocity error estimates, attitude data (heading, roll, and pitch and components?error estimates) current speed/throttle setting, engine RPM, Fuel and Battery/generator status. All data items shall be transmitted to the GCS in at least 10 bits of resolution, at a minimum rate of 5 times per second. 5. Optional Flight Termination System: The vendor supplied UAVs shall each be equipped with a reusable flight termination system (FTS). The FTS shall operate on a separate communications channel from th e command and control channel. The FTS shall have a minimum range of operation of 20 miles, line of sight. The FTS, when actuated, shall cause the UAV to cut its engine and gracefully return to earth. The FTS shall include a stand-alone transmitter unit capable of sending a flight termination signal to the UAV at up to 20 miles, line of sight distance. The vendor shall provide equipment and supplies sufficient to allow the buyer to re-charge and re-use the FTS at least five times. The bidder shall price this item separately from the rest of the UAV system. 6. Operating Requirements: The UAV shall operate on fuel that is either commercially available or already in the US Navy supply chain. The UAV shall be capable of being de-fueled completely within 30 minutes of engine shutoff. All battery systems supplied by the vendor shall be rechargeable, and shall have appropriate charging systems supplied by the vendor. Payload and auxiliary power is preferred to come from a generator on-board the UAV. The UAV shall be capable of being stored in an area measuring 15? long, by 6? wide, by 4? tall, within 30 minutes after engine shutdown. The vendor shall supply any special tools necessary for normal maintenance and operation of the UAV. B. GCS Requirements : 1. Run on Buyer?s PCs: The buyer wishes to use existing Microsoft Windows XP, Service Pack2, based PCs to run the vendor supplied GCS Software. These PCs are equipped with 6 USB 2.0 ports, 802.11g wireless Ethernet, wired 100Mb Ethernet, one serial port, one parallel port, and one IEEE 1394 port. PCs have 1GB or more of memory, 80 GB hard disk drive, and a DVD-RW drive. PCs are capable of supporting two monitors with at least 1920 X 1200 pixels each. Alternate PC Operating Systems will be considered, if supplied by the vendor. The customer shall furnish two computers (GFE), as specified above, to the successful bidder, within 15 business days after contract award. 2. GCS Hardware: Vendor supplied GCS hardware shall include all ground based radio equipment, cables, connectors, and converters necessary to control the UAV at the specified 20 mile line of sight range. The combination of the buyer?s PC systems and the vendor supplied software and hardware constitute the entire GCS system. 3. GCS system: The GCS system shall include a two way transceiver operating in the same commercial or shared frequency bands between 902 and 10005 Mhz. as the UAV. Both UAVs shall operate on different frequencies to insure that there is minimal cross-talk between ground stations or between UAVs. The GCS shall support transmission of a complete 1000 waypoint set to the UAV in one GCS commanded operation. The GCS shall be capable of transmitting a complete set of 1000 waypoints to the UAV within 10 seconds. Support of transmission of smaller blocks or of individual waypoints from the GCS to the UAV is also desired. Waypoint transmission from the GCS to the UAV shall include some form of error detection, so that an invalid waypoint set is detectable by the UAV autopilot. The GCS software shall provide a display mechanism which allows the UAV?s working waypoint set to be displayed along with the update waypoint set (color coded differently from the working waypoint set) on a single ground based monitor. The GCS shall display a n error status if the UAV autopilot transmits an error message after receipt of an updated waypoint set. The GCS system shall be capable of displaying real-time flight telemetry data generated by the UAV, as described above. The GCS system may operate both UAVs simultaneously, or it may consist of two separate systems, one for each UAV. 4.GCS Software Development: The vendor shall supply operating licenses for the provided GCS software. The vendor shall also supply one unlimited use development kit and license so that the customer may modify the GCS software. A complete specification of any third party software tools that are required to develop and/or maintain the GCS software supplied under this purchase agreement shall also be supplied. Flight Test and Flight Data Package: The vendor shall provide a flight demonstration/acceptance test to a government witness(s) prior to delivery of the items specified herein. The demonstration shall occur at a vendor specified location in the continental U.S. and shall demonstrate all requirements specified herein. A flight demonstration plan shall be provided by the vendor as part of his proposal submittal. The vendor shall announce the date, duration, and location of the flight demonstration as part of the proposal. The vendor shall announce a backup demonstration date (backup plan) in the event of foul weather or failure to perform according to this specification. The vendor shall provide flight characteristic data for the aircraft offered under this proposal, for review by the customer witness, at least one business day prior to the flight demonstration. The flight characteristic data shall become part of the final delivery if all requirements are demonstrated, and the UAV System is accepted by the customer. In the event of a failed flight/acceptance demonstration, the vendor shall be given opportunity to re-demonstrate any failed portion according to the conditions of the proposed backup plan. The vendor shall provide all third party supplied operation, maintenan ce, and user manuals for the UAV System as part of the final delivery. The vendor shall document all necessary cautions and safety hazards associated with use of the UAV System. The vendor shall provide the output power and exact frequencies of all radio frequency transmitters supplied as part of the UAV System. WARRANTY ? Offerors shall offer the Government at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. The warranty shall be of a minimum duration of 1 year from date of acceptance by the Government. DELIVERY: All deliveries shall be inspected and accepted at the point of destination. The system shall be delivered FOB Destination to Naval Surface Warfare Center, Dahlgren Division, 1732 Dahlgren Road, Dahlgren, VA 22448-5100, Attn: Code B30 no less than 120 days after contract award. INSTRUCTIONS - The provision at 52.212-1, Instructions to Offerors ? Commercial applies to this acquisition. Addenda to far 52.212-1 Instructions to Offerors- Commercial Items: In order to maximize efficiency and minimize the time for proposal and capability evaluation, it is requested that the offeror submit a proposal in accordance with the format and content specified. The original shall be clearly identified as ?ORIGINAL? and bear original signatures. The copies shall be complete and clearly identified as ?COPY?. The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation ?DUNS? followed by the DUNS number that identifies the offeror?s name and address. The offeror shall provide documentation that shows their current active registration in the Central Contractor Registration (CCR). Lack of registration in the CCR database will make an offeror ineligible for award. The offeror shall demonstrate their technical understanding of the requirements of this contract by submitting information which may include but not be limited to existing product literature, brochures, etc. that offers a product which will best meet the need?s of the Government. This information shall provide complete specifications of the proposed system which will allow the Government to make this determination. A copy of commercial warranty provisions shall also be provided. PAST PERFORMANCE - Each offeror shall provide points of contact of the last three sales for which they have provided the same or similar equipment. The references provided shall be in the following format: 1. Reference Organizational Name; 2. Point of Contact Contracting and Technical; 3. Point of Contact Address and Phone Numbers; 4. Type of Contract; 5. Dollar Value of Contract; and 6. Performance Period. Each point of contact will be asked to rate the quality of the product, timeliness of delivery and customer service. PRICE PROPOSAL - The Price Proposal shall reflect the following information as a minimum: (a) A copy of the current catalog or established price list for the articles covered by the offer, or information where the established price may be found. (b) A statement that such catalog or established price list: (1) is regularly maintained. (2) is published or otherwise available for inspection by customers. (3) states the prices at which sales are currently made to a number of buyers. (c) A statement that such articles are commercial items sold in substantial quantities to the general public, at the prices listed in the above-mentioned catalog or established price list. (d) A statement that the quoted prices, including consideration of any discount or rebate arrangement, do not exceed prices charged the offeror's most favored customer for like items in similar quantities under comparable conditions. (e) The offeror is requested to submit the following pricing information on the three most recent sales of the items being procured or similar items: date of sale; quantity; unit price; customer contract no.; customer name/phone number. Where the pricing information furnished is on similar items, the offeror shall indicate the differences. Pricing information furnished should be as current as possible, and should be on quantities similar to this solicitation. EVALUATION - The provision at 52.212-2, Evaluation- Commercial items, is applicable and the following evaluation criteria is to be included in paragraph (a). The following factors shall be used to evaluate offers: Technical capability of the item offered to meet the Government requirement. Areas to be considered are: The vendor, as part of his proposal submittal, shall provide a flight demonstration plan that must address all of the performance requirements as specified in the RFP; The vendor shall provide a flight demonstration/acceptance test to one or more government witnesses prior to delivery; The vendor shall provide flight characteristic data for the aircraft offered under this proposal, for review by the customer witness(es), at least one business day prior to the flight demonstration; if all requirements are demonstrated, and the UAV System is accepted by the customer, the flight characteristic data shall become part of the final delivery; The demonstration shall occur at a vendor specified location in the continental U.S., and shall consist of one or more flight events in which the vendor successfully demonstrates all of the performance! requirements as specified in the RFP; The vendor shall announce the date, duration, and location of the flight demonstration as part of the proposal; The vendor shall announce a backup demonstration date (backup plan) in the event of foul weather or failure to perform according to this specification; In the event of a failed flight/acceptance demonstration, the vendor shall be given opportunity to re-demonstrate any failed portion according to the conditions of the proposed backup plan; The vendor shall provide all third party supplied operation, maintenance, and user manuals for the UAV System as part of the final delivery; The vendor shall document all necessary cautions and safety hazards associated with use of the UAV System and the vendor shall provide the output power and exact frequencies of all radio frequency transmitters, supplied as part of the UAV System. Past performance - Offerors will be evaluated on quality of product; timeliness of delivery; and customer service. Price is not considered the most important evaluation fa ctor. The importance of price will increase with the degree of equality of the proposals in relation to the remaining evaluation factors. Price may be the deciding selection factor depending on whether a highly evaluated technical proposal warrants the evaluated price difference. Offerors shall include a completed copy of the provisions at 52.212-3 and 252.212-7000, Offeror Representations and Certifications- Commercial Items and, with its offer. The clause at 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition. The clauses at 52.212-5 and 252.232-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (Deviation) and, applies to this acquisition. Offers are due no later than 2:00 p.m. EDT on 21 April 2006.
