Description
This synopsis is being provided to publish a requirement for the Office of Administration and Resource Management (OARM) of the Environmental Protection Agency (EPA) in Cincinnati, OH which is seeking experienced small businesses to replace a telephone switch and expand video conferencing capabilities at EPA?s AWBERC Laboratory in Cincinnati. The Environmental Protection Agency (EPA) currently uses a Northern Telecom Option 81C telephone switch for it voice and video communications. The Northern Telecom telephone switch at the AWBERC facilities currently has four (4) of the newer pedestals and one (1) old EPE cabinet for total communications plus we are currently performing video communications using a MISP card on the High side of the switch. The contractor shall migrate the phones from the old EPE to the to a new Super Loop shelf and the install the MISP card and SILC card on the lower side of the switch. EPA currently have three IPE?s on the lower side that require the use of video conferencing. The contractor shall provide and install all needed shelves, cards and cables to accomplish the goal of elimination of the EPE cabinet and installing video conferencing for loops on the lower side of the switch. THE EPA HAS SET THIS ACQUISITION ASIDE FOR SMALL BUSINESS. The North American Industry Classification Code is 238210 with a small business size standard of $12 million. A written solicitation, PR-CI-06-10600, is anticipated to be issued on around Wednesday, May 3, and responses will be due approximately two weeks thereafter. The solicitation will be issued as a request for quotes (RFQ). All responsible small business sources may submit a quotation in response to the solicitation which shall be considered by the Agency. This procurement will be pursued using FAR Part 12 Commercial Acquisition methods and procedures. This notice of intent is not a request for competitive quotations. A site visit opportunity will be announced in the solicitation and this event is anticipated to be scheduled to take place around the second week of May, 2006 at the installation site: US EPA, 26 W. Martin Luther King Drive, Cincinnati, OH 45268. The Agency intends for this event to constitute the sole site visit opportunity for prospective offerors. The Agency is under no obligation to make accommodations for those unable to attend the site visit event as scheduled. Additional descriptions of the area and general layout, as well as figures will be made available along with the solicitation. The Government will award a contract resulting from this solicitation to the offeror whose quotation is low cost and technically acceptable. The specifications and performance dates shall constitute the standards of acceptability for this requirement, and these details will be made available in the RFQ.
