- The project name is ?PCB Remediation in the Boiler Room? at the Juneau Federal Building & USCH/PO, 709 W 9 Street, Juneau, AK. The Work of this contract consists of, but is not limited to, the abatement and remediation of PCB and Lead Paint in the basement boiler room of Federal Building and USCH/PO. Work includes related work of concrete removal and new topping slabs/specialty coatings as indicated in the contract documents. All contractors shall meet the attached technical evaluation factors to be deemed responsive. Award shall be based upon the lowest price technical qualified proposal. SELECTION PROCESS: This procurement is issued pursuant to the Small Business Competitive Demonstration Program. Award will be a firm fixed price contract and the procurement method will be a negotiated request for proposal process. The successful offeror will be the technically acceptable firm offering the lowest request for proposal price. The following criteria will be utilized as evaluation factors for award. Evaluation Factors 1. Prime contractor or sub-contractor shall have demonstrated five years experience in Hazardous Materials Abatement/Remediation. Highlight any experience with PCB Abatement/Remediation. 2. Provide construction methodology and proposed management strategies geared strictly to PCB abatement. 3. Offerors shall provide the following information for up to three (3) current contracts, or contracts completed in the past five years that are similar to the subject contract: a. Name of the Customer/Company with whom the contract was held. b. Name and Phone Number of the primary contact with Company. c. Brief description of contract. d. If the facility was occupied, what precautions were taken? e. Contract Value (total). f. List any OSHA/EPA violations and state/local delegated authorities violations. 4. Provide documentation to demonstrate contractor and/or sub-contractors have experience with concrete removal and application of topping slabs and specialty coatings. 5. List key personnel and organizational structure; denote any personnel whom have worked on projects listed above. Provide qualifications of the supervisor that, at a minimum, has five years experience managing Hazardous Materials Abatement/Remediation projects. Highlight any experience with PCB Abatement/Remediation. Technical Proposals shall be evaluated on an ACCEPTABLE or NOT-ACCEPTABLE basis only. Price is considered equally important to the Technical Evaluation Factors. For those proposals which have been deemed technically acceptable, price will become the deciding factor upon which award will be made. Accordingly, award will be made to the offeror whose proposal is determined to be technically acceptable and at the lowest price. The estimated magnitude of this project is between five hundred thousand dollars ($500,000.00) and one million dollars ($1,000,000.00). The approximate duration of the contract is 180 calendar days. The NAICS code for this procurement is 236220. This procurement is 100% SMALL BUSINESS SET-ASIDE. For the purposes of this procurement, a concern is considered a small business if its average annual receipts are $28.5 million or less. The contractor?s personnel will be required to obtain security clearances prior to working on this project. The physical protection of Federal employees, the visiting public, and facilities has always been a priority for General Services Administration (GSA). GSA and other Government agencies are reviewing GSA?s construction and security criteria to find ways to prevent future occurrences of terrorism. Plans and specs (solicitation) will be available on or about May 2, 2006. Offerors desiring copies of the Request for Proposal Solicitation MUST DO SO IN WRITING and be received by GSA before Request for Proposal documents will be mailed.
