Description
REQUEST FOR INFORMATION Nationwide Sales and Distribution of Xerographic Paper The United States Government Printing Office (GPO) is seeking a vendor to expand the services the GPO provides to its Federal agency customers in the area of sales and distribution of xerographic copy paper. This Request for Information (RFI) seeks information on the capabilities of paper distributors or resellers in the area of xerographic paper sales, marketing of xerographic paper to Federal agencies, on-line order taking and fulfillment of orders from Federal agencies and the delivery of paper to Federal agencies throughout the United States, on behalf of the GPO. GPO annually purchases paper for its own use and for the use of other Federal agencies. Pursuant to Section 1121, Title 44, United States Code, the GPO is a source of supply for printing and copier paper used by Federal agencies in the Washington D.C. Metropolitan Area. The total amount of office paper purchased by GPO for its own use and for the use of federal agencies is approximately $7.5 million per year. Of this total, approximately $5 million is xerographic copy paper. GPO is planning to expand the marketing and delivery of paper beyond the Washington D.C. area, to encompass the entire continental United States. The GPO?s objective is to improve the services the GPO provides to its Federal agency customers and to improve the ability of Government agencies to order xerographic copier paper from GPO. Currently the GPO provides a full catalog of printing, duplicating and copying paper products to various Federal agencies. The GPO also provides a full array of functions and activities to complete the xerographic copy paper cycle from wholesale to final use. These include contracting, selection, quality assurance, pricing, promotion, delivery schedules, intake, delivery, support, and customer relations. GPO is seeking a vendor to develop, host and maintain a website to be accessible by Federal government agencies to place orders for xerographic copy paper. The vendor will then be responsible for delivering paper (ranging in quantities from skid loads to a single carton) to ordering agencies throughout the continental United States. The vendor must maintain a minimum delivery schedule of same day or next day for the Washington D.C. Metropolitan Area and other major metropolitan areas. The provided paper will be subject to testing by GPO?s paper testing laboratory and must meet the requirements outlined in GPO?s qualified products list. Keeping GPO?s goals in mind, please outline how your organization would perform these services. Services may include but are not limited to the following: inventory acquisition and management, sales, marketing, on-line store, order processing and fulfillment, customer support, storage, and delivery. Vendors are hereby requested to submit a statement detailing the approach they would take to perform the services listed above. Special attention should be paid to the following key ideas in your responses: 1. How will you advance GPO's mission of providing xerographic copy paper to Federal agencies located throughout the United States? 2. What are some innovative ideas you will implement to enhance the overall marketing, fulfillment and distribution of xerographic copy paper to Federal agencies? 3. What mechanisms and metrics would you use to confirm the timeliness and accuracy of paper deliveries? 4. Given the approaches that you have described above, what sort of contractual relationship do you anticipate having with GPO and what form of revenue sharing or compensation do you foresee? In addition, how would you propose to measure industry-wide paper price changes and to adjust the contract price to reflect those changes? 5. Why do you feel that your company is especially qualified for this opportunity? This announcement is a request for information only and does not obligate the GPO in any way. This is not a request for proposals and the GPO will not pay for any information submitted or for any expenses associated with providing information.
