Description
The U.S. Department of Commerce, NOAA intends to award a purchase order to The University of Colorado, 3100 Marine Street, Room 481, Boulder, Colorado 80309-05722 under the authority of FAR 6.302-1 through Request for Quote number EA133C-06-RQ-0413. Only one responsible source is available to satisfy the agency requirement for Dendrochronological research for fire history and drought, The University of Colorado?s Institute of Artic and Alpine Research (INSTAAR) Dendrochronology laboratory as part of the World Data Center for Paleoclimatology is the only archive of paleofire data in the world, is equipped with the specialists, equipment, computers and software needed to perform the revising, updating, and expanding of tree-ring based gridded network of drought reconstructions that will be blended with a network of gridded instrumental drought data for North America. Interested persons may identify their interest and capability to respond to this requirement. This notice is not a request for competitive proposals. All information received by 4:00 p.m., EST, 04/27/06 will be considered by the government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
