Description
The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with Surface Technology Systems (STS) for a programming upgrade. NIST requires an ST Systems Trinity Multiplex computer control system and software upgrade for our STS Multiplex ICP Deep Reactive Ion Etcher. The required computer upgrade involves replacing the current set of 3 interconnected computers (which handle the load lock, user interface and physical control interface) with a single computer with an improved software control system and new plasma control interfaces. The upgrade includes advanced pressure switching software, improved logging software, improved alarm and handling routines for simpler operation and increased mean time between failure. The upgrade shall include all parts (computer, software, upgraded plasma control electronics), labor and travel for full on-site installation. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). The current control software and electronic control hardware is all proprietary to STS and STS is the only vendor who is factory authorized to provide this upgrade. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Any questions regarding this notice must be submitted in writing to the attention of Ms. Rima (e-mail preferred). Anticipated award date is May 4, 2006.
