Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation DE-RQ65-06WG72459 is issued as a Request for Quotation. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-7. A fixed price contract will be awarded using Simplified Acquisition Procedures. This procurement is 100% reserved for small business concerns. The North American Industry Classification System Code is 335999 and the business size standard is 500 employees. Requirements are as follows: Furnish and deliver to the Western Area Power Administration no later than August 31, 2006 the following described items, Name Brand or Equal to: 001 (1 Each), 3-phase NXCT-230 kV optical metering system comprises: ??? Three (3) NXCT insulator column assembly, with a window style current sensor located on top of a composite dry-type insulator the insulator column shall be mounted such that it won???t trap water or contaminants on the sheds when the CT is mounted upside down. ??? 1050 kV BIL ??? IEEE Class 0.3 metering accuracy ??? One (1) current sensor electronic assembly, complete with: - Power supply module 120VDC - Status monitoring & alarm module - CT opto-electronic sensor module - CT High Energy Analog (HEA) Metering Interface at 5 Arms outputs (3 phase) ??? One (1) cable assembly, 200 meters in length, containing the necessary fibers and electrical cables for interconnecting the modulator boxes to the electronics chassis (longer lengths available) ??? One (1) cable management box (CMB) ??? One (1) set of instruction manuals ??? One (1) Control Panel configuration software Maximum weight of assembled CT is 150 lbs. CT will be suspended from a lattice steel transmission line tower. NxtPhase Service Engineer supervision during installation testing & commissioning. (3 Days) 005 (1 Lump Sum) Warranty ??? Extended Warranty for 5 years to be provided. The offeror must also provide its Contractor Establishment code (DUNS Number) and Tax Identification Number (TIN). The Government intends to award to the responsible contractor whose quotation is the most advantageous to the Government considering price and price-related factors: Technical Specification compliance, past performance, and price. Technical specification compliance and past performance are equal, and when taken together are significantly more important than price. At least 3 references are required for past performance. The written proposals and the above, required, information must be received at this office on or before 2 May 2006 by 12:00PM Pacific Time.
