Description
NOTICE OF INTENT TO SOLE SOURCE. The National Institute for Occupational Safety and Health, ALOSH, Morgantown, WV requires a Scanning Mobility Particle Sizer for its HELD/PPRB branch. This proposed contract action announces the Governments intent to issue a purchase order, on a sole-source basis to TSI Inc., Shoreview, MN. The HELD/PPRB Inhalation Facility branch currently owns three TSI Scanning Mobility Particle Sizers (SMPS). Custom interfaces have been constructed to allow these units to work with two inhalation exposure systems and a cough aerosol measurement system. The oldest SMPS unit can no longer maintain flow rates within acceptable limits and has a radiation source that has expired. The proposed purchase is for a new SMPS unit to replace the oldest one. The oldest unit will be traded-in for credit on the cost of the new unit. The new SMPS unit needs to be procured from TSI so that it is compatible with the existing hardware and software interfaces, and so that the SMPS units can be swapped directly for each other during servicing and calibration. Because of the need for compatibility and interchangeability with existing equipment and software, other units were not considered. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide the required item are encouraged to identify themselves and give written notification to the Contracting Officer within 15 days from the publication date of this synopsis. A determination by the government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. This notice is issued for informational purposes only. Any interested party may identify themselves to the contraction officer no later than fifteen (15) days from the date of this announcement.
