- The National Institutes of Health (NIH) intends to negotiate on a sole source basis with Jean M. Cahill, 2629 Mill Race Road, Frederick Md. 21701 for a modification to purchase order 263-MD-515648 for an additional 690 hours of services being provided to the National Institutes of General Medicine Sciences Grants Administration Branch. Jean M. Cahill is the only known source capable of providing the required services because of her involvement in this project over the past months. Further, inherent duplication of cost to the Government?s requirement would be time and cost prohibiting. The Government?s requirement consists of two projects whole Genome Association (WGA) and Biomarkers for the diagnosis treatment and cure of disease. The contractor is responsible for providing assistance in developing new procedural guidance and updating existing documents necessary for the clean-up of systems backlogs; assist grants management specialists with the support of the Division of Pharmacology Physiology and Biological Chemistry; maintain and update checklists, award footnotes and other resources; and assist the Grants and council Operations staff with the updating of overdue records related to unfunded applications, national Research Service Award termination notices and grants close-out. It is believed that Jean M. Cahill is the only source that can provide the above services because of her working knowledge of the HHS/NIH regulations and policies governing grants administration, her expertise with regard to the small business Innovation Research and the small business technology transfer grants mechanisms such that she can provide assistance and preparing grants awards, and her ability to utilize the NIH IMPAC II Grants managements module. In addition, the contractor must process the skills to communicate effectively and efficiently in writing and orally to create procedural guidance and other documentation, to analyze complex cases and recommend viable solutions and the ability to use a personal computer. This proposed action is for services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all quotations received within ten days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed simplified acquisition requirement based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition
