Description
The National Institutes of Health intends to negotiate on a sole source basis with Aijun Wang, 18737 Harmony Woods Lane, Germantown, MD 20874 to provide IT services to the Office of Acquisition Management and Policy. This position requires someone with experience in software design, data management, familiarity with systems used by OAMP and knowledge of the NIH mission. The contractor will be required to provide the following services. Analyze and study system requirements. Design software tools and subsystems to support software reuse and domain analyses and manages their implementation. Manage software development and support using formal specifications, dataflow diagrams, other accepted design techniques and Computer Aided Software Engineering (CASE) tools and coordinate this activity with the Office of Information Technology and other OAMP and NIH offices. Review existing programs and assists in making refinements, reducing operating time, and improving current techniques. Supervise software configuration management and coordinate this with other offices. Analyze functional business applications and communicate with users to obtain confirmation of approach. Develop block diagrams and logic flow charts. Translate detailed design into computer software. Test, debug, and refine the computer software to produce the required product. Prepare required documentation, including both program-level and user-level documentation. Enhance software to reduce operating time or improve efficiency. Provide technical direction to programmers to ensure program deadlines are met. Enhance software to reduce operating time or improve efficiency. Participate in the design of software tools and subsystems being done by central IT offices to support OAMP operations. Provide support to develop Web based applications in support of office and program operations. Provide support in developing the site concept, interface design, and architecture of the OAMP web-site, and maintain ongoing contact with offices providing content. Provide support for the implementation of interfaces to application, including implementing code upgrades across several applications. Working knowledge and experience coding in Java is required. Knowledge of several of the following areas: Active Server Pages (ASP), JavaScript, and SQL Server, Visual Basic, JavaScript, Access, HTML, DBMS's (ex. - Oracle, Sybase, etc.) The period of performance is May 7, 2006 through November 29, 2006. It is believed that Ms. Wang is the only responsible source that can satisfy the government requirement due to her considerable specific expertise in the required areas and with the offices using the systems and applications. Her background experience and intimate knowledge of the OAMP/NIH requirements make her highly qualified to perform the tasks required. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
