- The Agency of Substance Abuse and Mental Health Administration (SAMHSA), through the General Acquisitions Branch (GAB), Program Support Center (PSC), intends to award a 8 month sole source contract using simplified acquisition procedures to the NIRN, 13301 Bruce B. Downs Blvd., Louis de la Parte Florida, Mental Health Institute, Tampa, Florida 33612. The anticipated date of award is 05/08//2006. The Substance Abuse and Mental Health Services Administration (SAMHSA) is committed to advancing a Science to Service Initiative. The initiative reflects a systematic agency-wide effort to facilitate implementation of effective, evidence-based interventions to prevent and/or treat mental and addictive disorders, and to promote opportunities and feedback from the services communities to influence and frame future mental health and substance abuse prevention and treatment research. The contractor is responsible for but not limited to the following tasks: The contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities. Initial and Subsequent Conference Calls with PO Within 1 week of contract award, the contractor shall participate in a conference call meeting with the Project Officer (PO) and other relevant SAMHSA staff to discuss the requirements and deliverables of the contract. Within one week of the conference call, the contractor shall produce a brief (e.g., 3-5 pages) memorandum outlining activities and action steps that will result in a solicitation, review and award process for Science to Service (S2S) Leadership Awards. The contractor shall also participate in biweekly conference calls with the PO to discuss the status of contract activities, and resolve any outstanding issues. Develop Solicitation and Review Materials Within three weeks of contract award, the contractor shall develop draft materials to solicit potential applicants for the S2S Leadership Awards. At a minimum, materials shall include: 1) announcements describing the award and the review criteria, and soliciting applicants - that can be sent electronically or in hard copy; 2) a brief nomination and/or application form that can be completed by interested candidates; 3) a list of potential vehicles for communicating this information (e.g., web sites, listservs, newsletters, etc.); and 4) a list of potential experts to serve on 5 member review panels in each of the four award categories: substance abuse prevention; substance abuse treatment; mental health promotion, and mental health treatment. These materials will be considered draft until approved by the PO. Solicit Applicants Within six weeks of contract award, the contractor shall provide relevant information about the S2S Leadership Awards through approved vehicles. The contractor shall provide a contact(s) to answer any questions that potential applicants may have about the awards or the application and review process. The deadline for submitted materials to be received for review shall be no later than three months after the initiation of the solicitation period. Review Applications and Recommend Award Recipients Within 20 weeks of contract award, the contractor shall conduct four review panels (one each in the four categories of award) to determine which applications shall be recommended for award. Up to three applicants in each of the four categories shall be included for award recommendation. Within 22 weeks of contract award, the contractor shall transmit to the PO a package containing the application and the review panel summary for each of the twelve (12) organizations being recommended for an S2S Leadership Award. Inform Applicants of their Awards Within 26 weeks of contract award, and upon written communication from the PO regarding the SAMHSA Administrator?s approval of awards, the contractor shall coordinate with SAMHSA to inform the relevant organizations of their award status. NIRN shall provide a non cash ?award? to each of the twelve (12) selected organizations. Each of the organizations that are chosen for the award will also be reimbursed for their submission, in the amount of $3,000, which includes detailed descriptions of the type of evidence-based service(s) implemented, the challenges addressed and overcome during implementation, and the nature and magnitude of positive client outcomes achieved. These submissions may be shared within and outside of SAMHSA as models for the implementation of evidence-based services. As part of this task, the contractor shall also send a letter thanking all unsuccessful applicants for their interest and effort. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
