Ice Production and Transport Services Contracting Office Address Federal; Emergency Management Agency, Financial & Acquisition Management Division, Readiness, Response & IT Branch, 500 C Street, S.W., Room 350, Washington, DC, 20472 Description This is not a Request for Proposal, but a survey to locate potential sources capable of performing ice production and transport services.This anticipated requirement is for services for six months, starting on or after June 1, 2006 and ending November 30, 2006, as described below: 1. Ice Production Capability. Capability to produce and maintain static production levels of 425 trucksloads/8,500 pallets of ice, packaged in 7 to 10 pounds bags in accordance with the International Packaged Ice Association (IPIA) standards. Ice production facilities must be strategically located in, or in close proximity to, hurricane-prone states in the Gulf and Atlantic regions including Maine, New Hampshire, Vermont, Rhode Island, Connecticut, Massachusetts, New York, New Jersey, Delaware, Maryland, Pennsylvania, Virginia, West Virginia, Alabama, Mississippi, North Carolina, South Carolina, Tennessee, Arkansas, Louisiana, New Mexico, Oklahoma, and Texas. 2. Transportation Capability. Capability to support the expeditious loading of ice commodities at theses facilities for transport to response operation sites on short notice. Capability to provide a transportation system to pick-up, move, cross-dock if necessary, and unload response commodities at various locations. Capability must provide for guaranteed pick-up of product commodity within 24 hours of request. Capability must be expandable, i.e., providing for transport of 50 to 100 truckloads within a 24-72 hour timeframe. Providers must possess a GPS system capable of providing point-to-point visibility of in-transit assets on an hourly basis. Capability must also support unexpected, seasonal, and extraordinary requirements of FEMA Logistics response operations using an existing system of inter-modal transportation resources. This capability must be augmented through a network of pre-existing resources, such as leasing, when necessary. 3. Project Management Support. Capability to coordinate ice production and transport activities in a seamless manner to meet FEMA response requirements. Ability to maintain information on task performance including developing regular status reports for the COTR (Contract Officer?s Technical Representative); providing regular reports at agreed upon intervals on the status of work-in-progress reviews to COTR and Logistics management staff as required, which may include presentation materials that address the status of work, resources expended or committed, issues requiring resolution, and progress-measured task performance plans. Communication of Project Management responsibilities should be done through a single point of contact (POC) during the contract period of performance. Contractors must demonstrate their capability to accomplish the efforts outlined above expeditiously, and the ability to direct, manage, and control the entire project. Contractors must demonstrate past performance on contracts of comparable size with Government agencies and private industry in terms of (a) cost control; (b) quality of work; and (c) compliance with performance schedule. Submittals must include references with names, titles, affiliations, e-mail addresses, and phone numbers. Firms with these capabilities who are interested in performing the proposed effort are invited to submit one original and four (4) copies of complete information to the procuring office identified in this notice within fifteen (15) calendar days from the date of this notice. Information furnished should include: (1) the number and professional qualifications of personnel to be assigned to the contract; (2) company experience related to the proposed project; (3) a description and locations of general and special facilities; (4) a current financial statement, and (5) any other information that demonstrates the minimum capabilities listed above. This notice is for informational and planning purposes. The Government will not pay or otherwise reimburse respondents for information submitted. Based upon responses received, the Government reserves the right to set aside any and all procurements that may result hereunder for small or minority-owned businesses.
