Description
This is a continuation of the Task Order PWS. 5.0 REQUIREMENTS. The Contractor shall provide applications for the MSIIP internship for the spring, summer and/or fall sessions for qualified students from Historically Black College and Universities (HBCU); Hispanic Serving Institutions (HSI); Tribal Colleges and Universities (TCU); and Asian American, Pacific Islander and disability communities. 5.1 Program Management Support Services. 5.1.1 The Contractor shall attend conferences, on-campus job fairs, and other events to market support from Minority Serving Institutions to include institutions of higher learning, and affiliate organizations. 5.1.2 The Contractor shall create and provide a draft MSIIP activity event calendar, as part of the draft Project Plan (PWS 1.11) at the Kick-Off meeting for Government review and comment. Examples of activity events are: intern orientations; program orientation; and performance evaluations. 5.1.2.1 The Contractor shall submit to the COTR a final MSIIP activity event calendar, as part of the final Project Plan (PWS 1.11) no later than five (5) business days after receipt of Government comment. 5.1.3 The Contractor shall notify the Government of any problems, disputes, or other conflict involving or affecting a student?s work experience. 5.1.4 The Contractor shall maintain communication with interns and supervisors to ensure the student?s internship experience is progressing. 5.2 Recruitment Support Services. 5.2.1 The Contractor shall identify potential students and group affiliates at Minority Serving Institutions (MSI) that include high percentages of identified students (i.e. Asian American Pacific Islanders and students with disabilities). Examples of MSI are: Historically Black Colleges and Universities (HBCU), Hispanic Serving Institutions (HIS), and Tribal Colleges and Universities (TCU). 5.2.2 The Contractor shall ensure that qualified students (PWS 5.2.2.1) have access to internship application materials through advertisement at universities and career fairs. 5.2.2.1 The Contractor shall ensure that qualified students meet the following minimum requirements: currently enrolled in a 2- or 4- year college or university program; have a sophomore or above status; completed 30 semester credit hours or the equivalent in quarter hours; and maintains a GPA of 2.7 or above. 5.2.2.2 The Contractor shall distribute, to all qualified students, information and materials about the following: the United States Coast Guard MSIIP; the skills needed to qualify for an internship with the Coast Guard; and a description of the required components of a complete internship application package, including any necessary forms (PWS 5.2.2.2.1). All Coast Guard MSIIP information and materials distributed to qualified students shall be reviewed and approved by the COTR. 5.2.2.2.1 Internship application packages, at a minimum, shall contain the following: Completed Minority Serving Institution Internship Program application; Resume; At least two (2) references from professors, supervisors, or other individuals who can attest to work ethics, experience and knowledge who may be contacted by the Government; Official copy of the most recent academic transcript (sent directly from the transcript office); Proof of U.S. citizenship. 5.3 Evaluation and Processing Applications. 5.3.1 The Contractor shall provide, as part of the Project Plan (1.11), draft evaluation process criteria at the kick-off meeting for the Government?s for review and comment. Examples of the criteria are educational background; campus activities; community activities; employment experience; and faculty, advisor, or other recommendations. 5.3.1.1 The Contractor shall submit final criteria to the COTR five (5) days after receipt of Government comment. 5.3.2 The Contractor shall receive, evaluate and process completed internship application packages of interested qualified students based upon Government approved evaluation process criteria (PWS 5.3.1 and 5.3.1.1). 5.4 Student Referral. 5.4.1 The Contractor shall send the COTR via fax or email, on a weekly basis a listing of all referred qualified student applications. 5.4.1.1 The Contractor shall categorize the listing by the students? field of study major and minors and the number of complete credit hours. 5.4.2 The Contractor shall refer and submit, at a minimum, three (3) completed intern application packages per each Coast Guard internship opportunity (e.g. engineering, human resources, communications, business/finance, electronics, computer science, law/law enforcement) that meet the internship qualifications and the evaluation process criteria to the COTR and the Office of Human Resources for review and approval. 5.4.2.1 The Contractor shall refer applicants from, at a minimum, five (5) different minority serving institutions per intern session (i.e. Hispanic Serving Institutions (HSIs), Tribal Colleges and Universities (TCUs), Historically Black Colleges and Universities (HBCUs), and other institutions of higher education serving students with disabilities and Asian Americans and Pacific Islanders). 5.4.3 The COTR will contact the Contractor of all selections. 5.5 Student Notification. 5.5.1 Upon notification of selections (PWS 5.4.3), the Contractor shall prepare and deliver selection notification letters to each student selected for intern assignments. 5.5.2 The Contractor shall extend employment offers to each selected student intern within the timeframe specified in the final project plan (PWS 1.11). 5.6 Database Support Services. 5.6.1 The Contractor shall develop and maintain a computerized database containing information about each student interns selected and submit the database to the Government at the end of the performance period of this task order. 5.6.2 The Contractor shall collect and enter data of each student into the database. Examples of data to be collected are: intern?s name; major field of study; minor field of study; expected graduation date if within one year of graduation; intern?s assignment; the intern?s progress or lack of progress; location of assignment; name of supervisor assigned to intern; demographical information on each intern; and other pertinent information. 5.6.3 The Contractor shall collect and enter demographical information, on all applicants of the MSIIP. 5.7 Training and Orientation Support Services. The Contractor shall provide student training, networking, orientation, and enrichment opportunities support to fulfill the requirements under this task order. 5.7.1 The Government will recruit Coast Guard personnel to serve as supervisors. 5.7.2 The Contractor shall prepare and submit supervisor orientation packages to the COTR for distribution to each supervisor. 5.7.3 The Contractor shall conduct an orientation for all interns. The orientation shall be in the Washington, DC metropolitan area. The Contractor shall invite the supervisors and mentors to attend the student orientation. The Government will provide a representative to provide information to the students about the United States Coast Guard. 5.7.3.1 The Contractor shall coordinate with the COTR to develop an orientation program that shall cover the responsibilities of the student and supervisor, program schedules and calendars, program requirements, obtaining an employee identification badge, security tips, travel, and other administrative matters. 5.7.3.2 The Contractor shall prepare and distribute student orientation packages at the student orientation. The package shall provide the following: names and phone numbers of the Contractor?s representatives available to the interns at all times to handle emergencies and complaints; procedural details; forms; calendars; and other materials for student reference. 5.7.3.3 The Government will provide materials regarding each intern?s respective division, security requirements, building passes, and other administrative requirements. 5.7.4 The Contractor shall provide each student with personal and professional development; career counseling; and communication and presentation skills development. 5.7.5 The Contractor shall submit a list of potential seminars which expose students to homeland security topics and other professional development experiences to the COTR for review and approval. 5.7.6 The Contractor shall provide student training on business and technical writing, communication and presentation skills to all interns. 5.8 Performance Evaluations. 5.8.1 The Contractor shall provide each supervisor of a student intern with an evaluation form at the conclusion of the internship of each student intern. 5.8.1.1 The Contractor shall submit a draft MSIIP supervisor evaluation form at the kick-off meeting to the Government for review and comment. 5.8.1.2 The Contractor shall submit a final MSIIP supervisor evaluation form to the COTR five (5) days after receipt of Government comment. 5.8.2 The Contractor shall provide an approved MSIIP evaluation form to each student at the conclusion of the intern session. 5.8.2.1 The Contractor shall submit a draft MSIIP student evaluation form at the kick-off meeting to the Government for review and comment. 5.8.2.2 The Contractor shall submit a final MSIIP student evaluation form to the COTR five (5) days after receipt of Government comment. 5.8.2.3 The Government will provide an evaluation form to the student to capture Contractor?s availability to the student, temporary housing conditions, etc. 5.8.6 The Contractor shall create a written evaluation of each student at the conclusion of the intern session and submit all evaluations to the COTR for review. 5.8.7 The Contractor shall provide a copy of all completed supervisor evaluation forms and Contractor written evaluations to the Government no later than two (2) weeks after the end of the intern sessions. 5.8.8 The Contractor shall provide copies of all completed supervisor and student evaluation forms to the COTR no later than two (2) weeks after the end of the intern sessions. 5.9 Personnel Administration. 5.9.1 The Contractor shall provide all personnel and administrative services for each student. Examples of personnel and administrative services are: processing Federal, State and local income tax forms; deducting and depositing income taxes; providing short-tem accident insurance coverage; and providing disability support services. 5.9.2 The Contractor shall process student payroll and issue stipend checks via direct deposit, biweekly. 5.9.3 The Government shall process pre-employment personnel security and suitability actions. The Government will process Special Agreement Check - Fingerprint Only, using the SF-86, Questionnaire for National Security Positions though the Coast Guard Security Center. 5.10 Travel and Housing Coordination. 5.10.1 The Contractor shall arrange for safe and sanitary temporary housing that is accessible to public transportation and within a reasonable distance (e.g. 20 miles) to the student?s work site. 5.10.1.1 The Contractor may provide a stipend for students who work 20 miles or more from their permanent residence. Note: Students may elect to locate suitable housing arrangements not provided by the Contractor. 5.10.2 The Contractor shall coordinate with students who have special needs for traveling and/or temporary housing. 5.10.3 The Contractor shall provide students transportation vouchers (i.e. Metro cards or bus passes) for travel to and from temporary housing to their assigned work site, Monday through Friday. 5.10.4 The Contractor shall provide students transportation to and from the airport to their temporary housing. The Contractor shall provide student transportation to the airport or other public transportation destination at the completion of the internship. 5.10.5 The Contractor shall provide students transportation to the initial orientation session. 5.10.6 The Contractor shall provide each student with information on temporary housing location, public transportation, personal items needed for temporary housing, local medical facilities, restaurants, churches, cultural activities, and tourist information. 5.11 Administrative Support Services. 5.11.1 The Contractor shall create a hard copy and electronic mailing list of all potential and selected applicants of the MSIIP and submit to the COTR. 5.11.2 The Contractor shall design and develop draft brochures, program announcements, slides, PowerPoint and web-based briefing materials necessary to document, promote and market the United States Coast Guard?s MSIIP and provide the draft to the COTR for review and approval. 5.12 Reports. 5.12.1 The Contractor shall provide a year end report to the COTR no later than 30 days after the end of the intern session. 5.12.1.1 The Contractor shall provide a year end report, no later than 30 days, which highlights the supervisor's evaluations of the students and the program, the student's evaluations, the student's biographical sketches, a summary of students? activities, and the Contractor's evaluation of the students. 5.12.2 The Contractor shall submit recommendations for the MSIIP improvements at the conclusion of each intern session and submit to the COTR for review. 6.0 REFERENCES. 6.1 Executive Order 13230, President?s Advisory Commission on Educational Excellence for Hispanic Americans, 6.2 Executive Order 13270, Tribal Colleges and Universities, 6.3 Executive Order 13256, President?s Advisory Board on Historically Black Colleges and Universities, 6.4 Executive Order 13216, Increasing Opportunity and Improving Quality of Life of Asian Americans and Pacific Islanders, 6.5 Executive Order 13078, Increasing Employment of Adults with Disabilities, Note: PWS 7.0 begins on the next page. 7.0 DELIVERABLES. The Contractor shall consider items listed below as having mandatory due dates. The Contracting Officer shall be notified in writing when a deliverable is submitted to the COTR. The PRS below reflects the deliverables considered by the Coast Guard to be most important for the successful performance of this task order. This includes the expected standards of performance and planned reductions for not meeting those standards. 1.. OBJECTIVE: On time deliverables REQUIRED SERVICE: The Contractor shall be responsible for delivering a series of drafts and deliverables in accordance the schedule outlined in this task order (PWS 5.0; 7.0) PERFORMANCE STANDARD: 100% on-time delivery (unless Government causes delay) IMPACT/REDUCTION: Contractor failure to meet this performance standard may result in negative feedback in the Contractor's performance evaluation 2.. OBJECTIVE: Timely Conflict Resolution REQUIRED SERVICE: The Contractor shall notify the Government of any problems, disputes, or other conflict involving or affecting a student?s work experience. (PWS 5.1) PERFORMANCE STANDARD: 98% of conflicts are acknowledged within one (1) business day. (Unless Government causes delay) IMPACT/REDUCTION: If the Contractor demonstrates repeated failure to meet customer needs as determined by the COTR, the results may be reflected in the Contractor?s performance evaluation for the task order. 3.. OBJECTIVE: Timely payments of stipends REQUIRED SERVICE: The Contractor shall process student payroll and issue stipend checks via direct deposit, biweekly. (PWS 5.9) PERFORMANCE STANDARD: Stipends are paid bi-weekly via direct deposit IMPACT/REDUCTION: Contractor failure to meet this performance standard may result in negative feedback in the Contractor's performance evaluation and a $200 reduction for each payment not received by a student on the designated stipend payment date. 4.. OBJECTIVE: Quality Applicants REQUIRED SERVICE: The Contractor shall send the COTR via fax or email, on a weekly basis a listing of all referred qualified student applications. (PWS 5.4). The Contractor shall refer, at a minimum, three (3) completed applications that meet the internship qualifications and the evaluation process to the COTR and the Office of Human Resources for review and approval. (PWS 5.4) PERFORMANCE STANDARD: Applicants must meet the established criteria for the MSIIP. IMPACT/REDUCTION: Contractor failure to meet this performance standard may result in negative feedback in the Contractor's performance evaluation. 5.. OBJECTIVE: Quality Temporary Housing REQUIRED SERVICE: The Contractor shall provide safe and sanitary temporary housing that is accessible to public transportation and within a reasonable distance (e.g. 20 miles) to the student?s work site. (PWS 5.10). The Contractor shall coordinate with students who have special needs for traveling, temporary housing, and Contractor led field trips. (PWS 5.10) PERFORMANCE STANDARD: Contractor shall provide: Safe & sanitary housing, Housing accessible to public transportation, Housing is accessible for any special needs students IMPACT/REDUCTION: If the Contractor demonstrates repeated failure to meet customer needs as determined by the COTR, the results may be reflected in the contractor?s performance evaluation for the task order.
