- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is being made in accordance with the procedures in FAR Part 12, FAR 13.5, and FAR Part 16.5. The solicitation number is HSCG23-06-R-PPC205 and it is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-08. There is no set aside. The NAICS code is 541612 and the small business size standard is $6.5 million. The U.S. Coast Guard (USCG) intends to award multiple Indefinite Quantity, Indefinite Delivery (IDIQ) type contracts for recruiting and logistic services support of the Minority Serving Institution Internship Program (MSIIP). The period of performance shall be from June 1, 2006 through May 31, 2007, with four one-year option periods. The services will be ordered through task orders containing Firm-Fixed Price (FFP) line items (CLINs). CLIN0001: Contractor shall provide qualified undergraduate and graduate school students for MSIIP FY06 Summer Program. Program shall be 10 weeks in length from June to August. Minimum of 1 student and maximum of 20 students. CLIN0002: Contractor shall provide qualified undergraduate and graduate school students for MSIIP FY06 Fall Program. Program shall be 15 weeks in length from August to December. Minimum of 1 student and maximum of 20 students. Option Period One - CLIN1001: Contractor shall provide qualified undergraduate and graduate school students for FY07 Spring Program. Spring program shall be 15 weeks in length from January to May. Maximum of 20 students. CLIN1002: Contractor shall provide qualified undergraduate and graduate school students for FY07 Summer Program. Summer program shall be 10 weeks in length from June to August. Maximum of 20 students. CLIN1003: Contractor shall provide qualified undergraduate and graduate school students for FY07 Fall Program. Fall program shall be 15 weeks in length from August to December. Maximum of 20 students. Option Period Two - CLIN2001: Contractor shall provide qualified undergraduate and graduate school students for FY08 Spring Program. Spring program shall be 15 weeks in length from January to May. Maximum of 20 students. CLIN2002: Contractor shall provide qualified undergraduate and graduate school students for FY08 Summer Program. Summer program shall be 10 weeks in length from June to August. Maximum of 20 students. CLIN2003: Contractor shall provide qualified undergraduate and graduate school students for FY08 Fall Program. Fall program shall be 15 weeks in length from August to December. Maximum of 20 students. Option Period Three - CLIN3001: Contractor shall provide qualified undergraduate and graduate school students for FY09 Spring Program. Spring program shall be 15 weeks in length from January to May. Maximum of 20 students. CLIN3002: Contractor shall provide qualified undergraduate and graduate school students for FY09 Summer Program. Summer program shall be 10 weeks in length from June to August. Maximum of 20 students. CLIN3003: Contractor shall provide qualified undergraduate and graduate school students for FY09 Fall Program. Fall program shall be 15 weeks in length from August to December. Maximum of 20 students. Option Period Four - CLIN4001: Contractor shall provide qualified undergraduate and graduate school students for FY10 Spring Program. Spring program shall be 15 weeks in length from January to May. Maximum of 20 students. CLIN4002: Contractor shall provide qualified undergraduate and graduate school students for FY10 Summer Program. Summer program shall be 10 weeks in length from June to August. Maximum of 20 students. CLIN4003: Contractor shall provide qualified undergraduate and graduate school students for FY10 Fall Program. Fall program shall be 15 weeks in length from August to December. Maximum of 20 students. The contractor shall be required to provide services including recruiting, screening and paying interns a stipend and allowance for travel to and from their internship locations as described in more detail in accordance with the attached Performance Work Statement (PWS) provided by amendment. Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and is provided by amendment. Offerors shall read and follow the directions given in provision 52.212-1, particularly the submission of past performance information pursuant to 52.212(b)(10). Offerors are required to submit at least 3 relevant past performance references. Current, accurate, complete information MUST be provided to contact each reference. This should include contract number, point of contact, phone number and email address for each contact. In accordance with 52.212-2, Evaluation?Commercial Items (Jan 1999), (a) The Government will award a contract resulting from this solicitation to the responsible offeror(s) whose offers conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Ability to provide qualified minority students, (ii) Understanding of the PWS, (iii) Past Performance, (iv) Price. The first three evaluation factors are significantly more important than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors shall include a completed copy of the provision 52.212-3, Offeror Representations and Certifications ? Commercial Items, Alt I, with their proposal.
