- An RFP will be issued for the continued Operation of the Delaware Valley Job Corps Center, in Callicoon, New York. Job Corps is a national residential and non-residential training and employment program, Outreach/Admissions and Career Transition Services administered by the U.S. Department of Labor. It is aimed at addressing the multiple barriers to employment, which are faced by disadvantaged youth, ages 16-24 years, throughout the United States. It is anticipated that the resultant contract will provide Center Operations. The contract will have a 2-year base period, April 1, 2007 through March 31, 2009, plus three (3) governmental unilateral renewal options of one (1) year each. The RFP will be available on or about May 05, 2006. It can be obtained from FedBizOps and/or the Job Corps Acquisition Web Page, located on the World Wide Web, at http://www.doleta.gov/jobcorps/RFP_main_new.cfm. The average capacity for the center is 396 youth of which _396_are residential (198 males and 198 females) and __0__ non-residential (_0_ males and _0_ females). This contract includes the administration of Outreach and Admissions and Career Transitional Services. The Outreach and Admissions contract goals for recruitment anticipate 25 males and 25 females will be enrolled. The Career Transitional Services contract goals anticipate 371 graduates and 154 former enrollees will be serviced. A Pre-proposal Conference and Site Visit are scheduled for May 17, 2006 at 10:00 AM. (EST-local time) at the Delaware Valley Job Corps Center. The Center is located in Callicoon, New York. The center?s telephone number is (845) 887-5400. Travel Directions to the center are as follows: Drive 90 miles south of Binghamton, New York on Route 97 to Callicoon, NY. From New York City: Take the NYS thruway north to exit 16 (Route 17 West). Exit at 104, Monticello (Route 17B). Follow Route 17B to Route 97 in Callicoon, NY. Right turn onto Route 97. The Center is approximately 25 miles off Route 97 on the right. It is HIGHLY recommended that potential Offerors download a complete copy of the RFP from the Website listed above, before attending the Pre-proposal conference and site visit. All potential attendees are required to register, in advance, with the contracting office running the procurement. Please mail a ?Notice of Intent to Attend Delaware Valley Job Corps Center Pre-Procurement Conference? to: Tom Pendleton, U.S. Department of Labor, Office of Job Corps, JFK Federal Building, 25 New Sudbury Street, Suite E-350, Boston, MA 02203. Note all Notices of Intent to Attend should be received by this office any later than May 12, 2006. Attendees are required to stop in at the Welcome Center at the front entrance to the center to acquire a security pass and gain instructions as to where the conference will be held on Center. Please do not perform any unescorted tours of the Center. A formal tour will be provided as part of the conference. As the tour will likely last 1-2 hours, it is recommended that comfortable walking shoes be worn. All questions pertaining to this procurement shall be submitted in writing and in advance. Attendees should include a clear and concise list of questions to which they will want addressed at the conference. While all questions, and resultant answers, will be made public, the names of attendees and the source of the questions will not be disclosed publicly. Questions should be received by the contracting office no later than May 12, 2006. Lodging and subsistence are the responsibility of attendees. The successful contractor shall provide Outreach and Admissions, Career Transition Services, Academic and Vocational Training, operate Counseling & Residential Living programs, and provide the following support services; Health services, processing of Student Records, a Discipline System, Clothing Issuances, Mail and Legal services. The contractor shall also provide overall Center Management and Administration as follows; Contract and Personnel management, Staff training, Financial management, Procurement and Property management, Facility operations and maintenance, Security and Safety services, Community Relations and Public Information. Proposals in response to the RFP will consist of an Oral Presentation and a written submission as described in Section L of the RFP. All written proposal submissions shall be due no later than July 10, 2006__3:00 p.m. (local time) to the address listed in the RFP. Responses received after that date and time will not be considered. All responsible sources may submit a proposal, which shall be considered by the Agency. Submitted proposals will become the property of the United States Government. Unsuccessful and/or surplus proposals will not be returned and will be scheduled for destruction.
