Description

This is a notice of intent to issue a contract to County of Bell, DBA Bell County Sheriffs Department, 113 W. Central Avenue, Belton, TX 76513, on a sole source basis under the authority of FAR 6.302-1, Only one Responsible Source and No Other Suppl ies or Services will Satisfy Agency Requirements, 10 U.S.C. 2304 (c)(1). The proposed procurement is for the housing of Federal (military) prisoners within a 25-mile radius of Fort Hood, TX, for the period 1 October 2006- 30 September 2007, with four (4) one-year option periods. This procurement is Subject to Availability of Funds (SAF). Interested persons need to identify their interest and capability to respond to the requirement or submit quotes by 3 May 2006. This notice of intent is not a request f or competitive quotations. A determination by the Government not to compete this proposed procurement based upon responses to this notice is solely with the discretion of the Government. The North American Industry Classification System (NAICS) code for this acquisition is 922140. There is no associated small business size standard. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Bell County Sheriffs Department is the only known source that has an ideal location and provides for ease of transportation, access to by the command, counseling, family visitations, and medical visits. The requirement will be conducted under FAR Subpart 13.5, Test Program for Certain Com mercial Items. This subpart authorizes, as a test program, use of simplified procedures for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold but not exceeding $5 million ($10 million for acquisitions as described in 13.500(e)), including options, if the contracting officer reasonably expects, based on the nature of the supplies or services sought, and on market research, that offers will include only commercial items.
