Description
This contract shall consist of the design and construction of a two-story 11,000 square foot cast-in-place reinforced concrete office and storage facility, plus a separate generator building, whose size shall be determined by the size of the generato r and fuel storage. Supporting facilities include utility connections, electric service, heating and cooling, exterior lighting, handicap access, guard house, communication tower, walks, curbs and gutters, parking and other site improvement on Government- owned land at Venice, LA. The Contractor shall furnish all equipment, materials, labor, engineering services, surveying, drafting, supervision, supplies, equipment, temporary office trailer, power, fuel, maintenance, subsistence, travel, surveying layout and all else required to complete the design, engineering, and construction of new facilities on approximately 2.1 acres in Venice, LA. Design and construction shall comply with the specifications and requirements contained in the RFP. Award will be made to the offeror, whose proposal responding to all requirements of the RFP, offers the best value to the Government, considering price and all other evaluation factors. This solicitation is being issued 100% HUBZone Set-Aside. The North American Industry C lassification System (NAICS) Code applicable is 236220, and the Size Standard for Small Businesses is $ 31.0 M. The estimated price range is between $ 1 M - $ 5 M. All work under this contract is to be completed not later than 270 calendar days after t he receipt by the contractor of the notice to proceed. This Design-Build procurement will be conducted in accordance with the Two Phase selection procedure authorized by FAR 36.3. One solicitation will be issued covering both phases. Phase One evaluation factors will include: Technical Approach, Specialized Experience, Capability to Perform, and Past Performance. The Government will select at least three and no more than 5 of the most highly qualified offerors, as a result of Phase One evaluations, to sub mit proposals for Phase Two. The Phase Two proposal will include a design proposal and price proposal. Evaluation factors applicable to the Phase Two proposals will be included in the RFP. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Federal Technical Data Solutions (FedTeDS) system. FedTeDS is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders must regis ter with FedTeDS before accessing the system. Registration instructions can be found on the FedTeDS website (https://www.fedteds.gov) by clicking on the Register with FedTeDS hyperlink. The next page will say Solicitation Information, click on file name and begin downloading. Do not click on the paperclip, click on the blue informational line. It may take some time to down load the files. Zip files containing .cal drawing files should be downloaded and extracted together in a single directory. You will need the adobe acrobat reader for .pdf files (www.adobe.com) and the maxview reader (www.maxview.com) for .cal files in or der to open most files posted by the New Orleans District. You are advised that FedTeDS currently does not have a Plan Holders List capability. However, you a re encouraged, for marketing purposes, to register as an Interested Vendor in FedBizOps (www.fbo.gov). This can be done by clicking on the solicitation title and clicking on the button that says Register as an Interested Vendor and entering your business information. Offerors are also encouraged to post notices of prospective subcontracting opportunities on the Small Business Administrations Subnet, at http://web.sba.gov/subnet.
