Description

The work to be performed is as follows: (1) Repairing damaged concrete in the spillway floor and walls, (2) removing and replacing the left spillway wall from Sta. 17+27 to Sta. 19+22, (3) furnishing and installing a drainage system behind the left spillway wall, (4) removing and replacing damaged concrete on the roof parapet walls located on the power plant, (5) removing and replacing damaged concrete on the spillway bridge and gate hoist platform, (6) removing and replacing the expansion joints on the spillway bridge, (7) furnishing and installing safety guardrail and bridge railing, (8) removing and replacing damaged concrete on the Elliot Creek Feeder Canal Chute, (9) backfilling a void under the Elliot Creek Feeder Canal chute using flowable fill, (10) installing flowable fill along Elliot Creek Feeder Canal chute for erosion control, (11) removing and replacing asphalt paving, (12) furnishing and installing drainage pipe and associated structures, (13) furnishing and installing CMP and constructing surface ditches to control surface water, and (14) performing earthwork associated with the items listed above. Award will be made to the offeror submitting a proposal which conforms to the solicitation and is most advantageous to the Government considering the non-cost and cost factors being evaluated. The technical factors and subfactors to be evaluated are as follows: (1) Construction Operations and Methodology, (2) Company Experience, (3) Past Performance, (4) Key Personnel, (5) Work Plan and Schedule, (6) Safety, and (7) Subcontracting Goals. Price and technical proposals are tentatively due on July 5, 2006 at the Bureau of Reclamation's Great Plains Regional Office, 316 North 26th Street, Billings, Montana. The Request for Proposal (RFP) package will be issued on or around May 19, 2006. There is no charge for the first copy; additional sets will be provided upon receipt of a nonrefundable check or money order of $9.00 per set. All reasonable sources may submit a bid which shall be considered by the Bureau of Reclamation. The estimated price range of this acquisition is $1,000,000 to $5,000,000. The North American Industrial Classification Code is 238110. The small business size standard is $13.0 Million. This acquisition is unrestricted. This specifications and drawings will be not posted to the internet; however a complete solicitation package is available in hard copy. To request a hard copy of the solicitation, contractors must fax a request to (406) 247-7798, Attn: Hart BlackEagle. The request must include contractor's name, address, phone/fax numbers, tax identification number and their Dun and Bradstreet number. Note 1: Effective October 1, 2003, any contractor interested in doing business with the Federal Government must be actively registered in the Central Contractor Registration.
