Description
CONTRACT INFORMATION: The General Services Administration (GSA) has a requirement for Indefinite Delivery Indefinite Quantity (IDIQ) INTERIOR DESIGN AND SPACE PLANNING SERVICES CONTRACTS supporting GSA Region 4. Region 4 includes the states of Alabama, Florida, Georgia, Kentucky, Tennessee, Mississippi, North Carolina and South Carolina. These proposed contract actions are 100% set-aside for Small Business Concerns. GSA intends to award from one (1) up to five (5) separate contracts under this acquisition. Each contract will include a base year plus four (4) additional one-year options, which may be exercised at the discretion of the Government. Each contract will have a guaranteed minimum amount of $2,500 for the base year and a minimum of $2,500 for each exercised option year. The maximum total contract amount for each contract shall not exceed $500,000 per year. Task Orders will be issued for each individual project. PROJECT INFORMATION: The Government's objectives for these contracts are: 1) Provide interior design and space planning services for initial occupancies and repair and alteration projects in the states listed above; 2) enable GSA to supplement its in-house resources by using the designated contractor team as an extension of its staff; and 3) provide GSA with expert consulting services for a variety of tasks and projects. The majority of the work will be for interior design and space planning projects involving initial occupancy or renovation of existing space. Services will require expertise in the following areas: space programming, space planning layouts, facility surveying, interior architecture, furniture plans, lighting, audio-visual, security and life safety and fire-protection design. The projects may be designed and constructed in either English (inch-pound) system or in the International System of Units (SI) (Metric) as listed in the Federal Standard 376A, Preferred Metric Units for General Use by the Federal Government. SECURITY REQUIREMENTS: Contractors should have the ability to provide services that may require access and development of information that is restricted but unclassified and/or classified as Confidential or Secret. Therefore, Contractors must have the ability to acquire, prior to issuance of an award, at a minimum, secret security clearances. EVALUATION CRITERIA: Consists of the following four (4) evaluation factors and are listed in descending order of importance: 1) PAST PERFORMANCE ON SIMILAR PROJECTS; 2) EXPERIENCE OF SIMILAR PROJECTS; 3) MANAGEMENT PLAN and 4) EXPERIENCE OF KEY PERSONNEL WITHIN THE TEAM. PAST PERFORMANCE ON SIMILAR PROJECTS: The sub-factors for this evaluation factor are: 1.) Recency ? Within 5 years of proposal submission date. 2.) Relevancy 3.) Quality. 4.) Performance was timely. 4.) The services were provided within the original contract price. 5.) The contractor?s behavior was reasonable and cooperative. 6.) The person providing the reference would award to this offeror again. EXPERIENCE OF SIMILAR PROJECTS: The sub-factors for this evaluation factor are: 1.) Recency ? Within 5 years of proposal submission date. 2.) Project was a minimum of 10,000 square feet of commercial type office space. 3.) Project consisted of programming, space planning and design intent drawings. MANAGEMENT PLAN: The sub-factors for this evaluation factor are: 1.) Specialized expertise, capabilities, and technical competence, as demonstrated by the proposed approach and methodology to meet project requirements. 2.) Resources available to perform the work, including any specialized services within the specified time limits for the project. 3.) Ability to meet schedules, cost control and contract administration. 4.) Proposed project management techniques. EXPERIENCE OF KEY PERSONNEL: Include the personnel job title, credentials, education, experience, professional affiliations and registrations of those individuals who will actually work under this contract. Also indicate the roles, responsibilities and time allocation relative to this contract. The sub-factors for this evaluation factor are: 1.) Demonstrate the key personnel?s expertise in planning commercial interior office space. 2.) Indicate that the space planners have as a minimum a degree from an accredited institution of higher learning in the interior design field with 3 years of field experience in space planning office interiors. 3.) Show that at least one member of the key personnel is a licensed Interior Designer in the state in which the firm practices if the state requires a license. Also the licensed Interior Designer should be qualified to obtain a license in any of the 8 GSA Region Four states if so required. SELECTION CRITERIA: Proposals will be ranked based on price first and then technical ratings. The price proposals shall remain unopened with the Contracting Officer until such time that all technical evaluations have been performed and submitted to the Contracting Officer. For the purposes of this procurement, any concern will be classified as a small business if its average annual gross revenue for the preceding three (3) fiscal years does not exceed the small business size standard listed above.
