Description
1.1 SCOPE. The purpose of this Indefinite Delivery Indefinite Quantity (IDIQ) contract is to obtain Contractor recruiting and technical services in support of the United States Coast Guard’s Minority Serving Institution Internship Program (MSIIP) for the Office of Civilian Personnel (CG-121). Task orders requirements under this IDIQ shall include program facilitation and coordination, recruiting, application evaluation and processing, developing a database, tracking and entering data, disability support services, training, event planning, and travel and housing coordination. Task Orders under this contract are expected to be performance based. 1.2 BACKGROUND. The United States Coast Guard MSIIP promotes entry into Coast Guard mission careers of women, persons with disabilities, and members of diverse groups, where those groups are under-represented in the industry. The United States Coast Guard MSIIP provides current college students experience working with the Coast Guard while engaged in Coast Guard mission related work projects, special assignments, or research. The MSIIP offers internship opportunities during the spring, summer and/or fall for students from Historically Black College and Universities, Hispanic Serving Institutions, Tribal Colleges and Universities, Asian American and Pacific Islanders and the disability communities. Historically, the Coast Guard has selected interns in the summer and fall only. However, the spring session is 15 weeks long running from January to May. The summer session is 10 weeks long running from June to August and the fall session is 15 weeks long running from August to December. The program also provides hands on understanding of Coast Guard mission careers while working full-time (40 hrs/week), on-site, at the United States Coast Guard Headquarters or a field unit facility. The objectives of the United States Coast Guard MSIIP are to: (1) Attract diverse groups of individuals to Homeland Security related careers. (2) Enable college students to supplement their academic course work with study-related work experiences in United States Coast Guard offices/facilities in the Washington, D.C. metropolitan area and the Coast Guard’s regional and field units throughout the United States and its territories. (3) Support the goals and objectives of the following Executive Orders (EOs) (as amended) and Coast Guard’s Human Resource Directorate (CG-1) MSIIP initiatives with regard to educational enrichment and outreach activities: • E.O. 13230, “President’s Advisory Commission on Educational Excellence for Hispanic Americans;” • E.O. 13270, “Tribal Colleges and Universities;” • E.O. 13256, “President’s Advisory Board on Historically Black Colleges and Universities;” • E.O. 13216, “Increasing Opportunity and Improving Quality of Life of Asian Americans and Pacific Islanders;” and, • E.O. 13078, “Increasing Employment of Adults with Disabilities.” The EOs also provide the necessary framework for United States Coast Guard to provide, through the Coast Guard MSIIP, requests for Minority Serving Institution (MSI) students from Hispanic Serving Institutions (HSIs), Tribal Colleges and Universities (TCUs), Historically Black Colleges and Universities (HBCUs), and other institutions of higher education serving students with disabilities and Asian Americans and Pacific Islanders. (4) Develop and sharpen students’ skills to conduct limited research, complete written reports, and make presentations. Students intern in a variety of fields including, but not limited to: engineering, human resources, communications, business/finance, electronics, computer science, law/law enforcement, and other mission-related occupations in the Coast Guard. Student skills, knowledge, and abilities will generally be matched with their career interests and academic field of study. Coast Guard Offices, field units and commands provide interns with study-related work experiences. The Contractor coordinathe placement of the students. The program includes discussions of Homeland Security issues with Coast Guard officials, guidance from Coast Guard supervisors, and workshops/seminars provided by the Contractor. In some cases students have made prior arrangements to receive academic credit for their internship by writing a report and presenting a briefing to supervisors and peers at the end of their internship. The program includes a nationwide focus, with central oversight by Coast Guard’s Human Resource Directorate via the COTR. The Coast Guard’s MSIIP typically has a maximum of 20 interns throughout the year across the United States including students in the USCG Headquarters and other units in Washington, D.C metro area. Other internships will occur in Coast Guard field units across the United States and U.S. Territories. In the past, the student’s 40 hour work week included Coast Guard project assignments as well as attending seminars, training sessions, etc. Generally, all scheduled seminars, training sessions, etc., occurred during standard business hours. However, these activities have occasionally occurred immediately preceding, or immediately following standard business hours. 1.3 CONTRACTOR PERSONNEL. 1.3.1 Project Manager. The Contractor shall provide a Project Manager who shall be responsible for all Contractor work performed under this task order. The Project Manager is further designated as Key by the Government (see PWS 1.4). 1.3.1.1 The Project Manager shall be a single point of contact for the Contracting Officer and the COTR. It is anticipated that the Project Manager shall be one of the senior level employees provided by the Contractor for this work effort. The name of Project Manager, and the name(s) of any alternate(s) who shall act for the Contractor in the absence of the Project Manager, shall be provided to the Government as part of the Contractor's proposal. During any absence of the Project Manager, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed under this task order. The Project Manager and all designated alternates shall be able to read, write, speak and understand English. Additionally, the Contractor shall not replace the Project Manager without prior approval from the Contracting Officer. 1.3.1.2 The Project Manager shall be available to the COTR via telephone between the hours of 0800 (08:00 AM) and 1700 (05:00 PM) EST, Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within one (1) hour of notification. 1.3.2 Qualified Personnel. The Contractor shall provide qualified personnel to perform all requirements specified in this task order Performance Work Statement. All Contractor employees supporting this task order shall also be citizens of the United States. 1.3.3 Employee Identification. Contractor employees visiting Government facilities shall wear an identification badge that, at minimum, displays the Contractor name, the employee’s photo, name, clearance-level and badge expiration date. Visiting Contractor employees shall comply with all Government escort rules and requirements. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times. 1.3.3.1 Contractor employees working on-site at Government facilities shall wear an identification badge. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display the identification badge in plain view above the waist at all times. 1.3.3.2 The Coast Guard Headquarters (CGHQ) utilizes a standardized entry protocol called the RAPIDGateTM Program for all vendors, suppliers and Contractors requiring routine access to CGHQ Transpoint and Jemal Riverside buildings to perform unclassified work. Note: Only Contractor employees (i.e. interns) requiring routine access to CGHQ require participation in the RAPIDGATE program in order to be issued security badges. 1.3.3.2.1 To participate, in the RAPIDGate Program, the Contractor must contact Eid Passport at 877-RAPIDGATE (877-727-4342) and provide a CGHQ sponsor point of contact (must include: name, phone number, and e-mail address). Final authorization to participate in the program will be granted by Coast Guard Headquarters Support Command Security and Safety Office. 1.3.3.2.2 The Contractor shall submit a list of employees to RAPIDGate and shall be responsible for all associated fees (initial and renewal) required to participate in the RAPIDGate Program. 1.3.3.2.3 Vendors, suppliers and Contractors who choose not to participate in the RAPIDGate Program will not be issued security badges, will require escorts at all times and will undergo security screenings each time they enter and depart the buildings. 1.3.4 Employee Conduct. Contractor’s employees shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, wearing of parts of military uniforms, and possession of weapons) when visiting or working at Government facilities. The Contractor shall ensure contractor employees present a professional appearance at all times and that their conduct shall not reflect discredit on the United States, the Department of Homeland Security or the U.S. Coast Guard. 1.3.5 Removing Employees for Misconduct or Security Reasons. The Government may, at its sole discretion, direct the Contractor to remove any Contractor employee from U.S. Coast Guard facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under any task order awarded under this task order. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee. 1.3.6 Conflict of Interest. The Contractor shall not employ any person who is an employee of the United States Government if that employment would, or would appear to cause a conflict of interest. 1.4 KEY PERSONNEL. Before replacing any individual designated as Key by the Government, the Contractor shall notify the Contracting Officer no less than 15 business days in advance, submit written justification for replacement, and provide the name and qualifications of any proposed substitute(s). All proposed substitutes shall possess qualifications equal to or superior to those of the Key person being replaced. The Contractor shall not replace Key Contractor personnel without written acknowledgement from the Contracting Officer. The Government may designate additional Contractor personnel as Key in each task order awarded. 1.5 SECURITY. Contractor access to classified information is not currently required under this task order. However, the Government may require at a later date, all Contractor personnel to have Secret clearances. Accordingly, all Contractor employees provided for this requirement must be eligible for a Secret Clearance. The details will be provided in a future Department of Defense Form 254 if this policy goes into effect. 1.6 PERIOD OF PERFORMANCE. The period of performance for this task order is one year from the date of award. 1.7 PLACE OF PERFORMANCE. The primary place of performance will be at the Contractor’s facilities with frequent visits to the U.S. Coast Guard Headquarters Building at 2100 2nd Street, SW, Washington, DC 20593. 1.7.1 Intern host sites will be determined after contract award and could be located at U. S. Coast Guard Headquarters and various field units and commands across the 50 states and U.S. Territories. 1.8 HOURS OF OPERATION. Contractor employees shall generally perform all work between the hours of 0800 (08:00 AM) and 1700 (05:00 PM) EST, Monday through Friday (except Federal holidays). However, there may be occasions when Contractor employees shall be required to work other than normal business hours, including weekends and holidays, to fulfill requirements under this task order. 1.9 TRAVEL. Contractor travel may be required to support this task order. All travel required by the Government outside the local commuting area(s) will be reimbursed to the Contractor in accordance with the Federal Travel Regulations. The Contractor shall be responsible for obtaining COTR approval (electronic mail is acceptable) for all reimbursable travel in advance of each travel event. 1.10 KICK-OFF MEETING. The Contractor shall attend a kick-off meeting with the Contracting Officer and the COTR no later than five (5) business days after the date of award. The purpose of the kick-off meeting, which will be chaired by the Contracting Officer, is to discuss technical and contracting objectives of this task order and review the Contractor's project plan. The kick-off meeting will be held at the Government’s facility. 1.11 PROJECT PLAN. The Contractor shall provide a draft Project Plan at the kick-off meeting for Government review and comment. The Contractor shall provide a final Project Plan to the COTR not later than five (5) business days after receipt of Government comment. 1.11.1 The Contractor shall include, as part of the draft and final Project Plan, a MSIIP activity event calendar as described in PWS 5.1.2 and 5.1.2.1. 1.11.2 The Contractor shall include, as part of the draft and final Project Plan, intern evaluation process criteria as described in PWS 5.3.1 and 5.3.1.1. 1.11.3 The Contractor shall include, as part of the draft and final Project Plan, a schedule of the MSIIP recruitment, evaluation, processing, referral, and notification processes as described in PWS 5.2 through 5.5. 1.11.4 The Contractor shall include, as part of the draft and final Project Plan, supervisor and student intern evaluation forms as described in PWS 5.8. 1.12 PROGRESS REPORTS. The Project Manager shall provide a weekly progress report to the COTR and Contracting Officer via electronic mail. This report shall include a summary of all Contractor work performed, including an assessment of technical progress, schedule status, any travel conducted and any Contractor concerns or recommendations for the previous week. 1.13 PROGRESS MEETINGS. The Project Manager shall be responsible for keeping the COTR informed about Contractor progress throughout the performance period of this task order, and ensure Contractor activities are aligned with Coast Guard objectives. At minimum, the Project Manager shall review the status and results of Contractor performance with the COTR on a weekly basis by telephone. 1.14 GENERAL REPORT REQUIREMENTS. The Contractor shall provide all written reports in electronic format with read/write capability using applications that are compatible with Coast Guard Standard Workstation. 1.15 PERFORMANCE REQUIREMENTS SUMMARY. This task order includes a Performance Requirements Summary (PRS). In general, the PRS sets forth the expected outcomes (objectives) of the task order, the service(s) required of the Contractor to achieve the objectives, a performance standard per outcome, and a plan for a reduction in payment in the event the Contractor does not meet the performance standard. The PRS is not an exclusive remedy and inclusion of the PRS does not preclude the Government from using any other remedy available by law or contract terms, including reductions in payment in accordance with any clause for inspection of services. 1.16 INTELLECTUAL PROPERTY. All Contractor developed processes and procedures and other forms of intellectual property first developed under this task order shall be considered Government property. 1.16.1 All documentation and electronic data and information collected by the Contractor and entered into or generated in support of this task order shall be considered Government property, and shall be returned to the Government at the end of the performance period. 1.17 PROTECTION OF INFORMATION. Contractor access to information protected under the Privacy Act is required under this task order. Contractor employees shall safeguard this information against unauthorized disclosure or dissemination in accordance with the law and Government policy and regulation. 1.17.1 Contractor access to proprietary information is required under this task order. Contractor employees shall safeguard this information against unauthorized disclosure or dissemination in accordance with the law and Government policy and regulation. 1.18 SECTION 508 COMPLIANCE. Section 508 of the Rehabilitation Act (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998, requires that when Federal agencies develop, procure, maintain, or use electronic and information technology, they must ensure that it is accessible to people with disabilities, unless it would pose an undue burden to do so. Federal employees and members of the public who have disabilities must have access to and use of information and services that is comparable to the access and use available to non-disabled Federal employees and members of the public. For additional information, please refer to FAR 39.2 or http://www.section508.gov. 2.0 GOVERNMENT TERMS & DEFINITIONS. 2.1 MSIIP – Minority Serving Institution Internship Program, 2.2 Student – Person enrolled, during the period of performance of this task order, in a 2 or 4 year college or university, sophomore or above, having completed 30 semester credit hours, or the equivalent in quarter-hours, with a GPA of 2.7 or above. 3.0 GOVERNMENT FURNISHED RESOURCES. The Government will provide the following property and information to the Contractor for work required under this task order: 3.1 The Government will provide the workspace, equipment and supplies necessary to perform the on-site portion of Contractor services required in this task order, unless specifically stated otherwise in this work statement. 3.1.1 The Contractor shall use Government furnished property only for the performance of work under this task order, and shall be responsible for returning all Government furnished property in good working condition, subject to normal wear and tear. 3.2 The Government will provide a list of internship opportunities and host sites to the Contractor at the time of the award of this task order. 4.0 CONTRACTOR FURNISHED PROPERTY. The Contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this task order, except for the Government Furnished Resources specified in the PWS 3.0 and 5.0 of this work statement. Task Order PWS is continued in the next amendment.
