Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written request for quotes will not be issued. (ii) The reference/solicitation number is 41098 and the solicitation is issued as a request for quote (RFQ). The combined synopsis/solicitation will result in a purchase order. (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Agriculture Federal Acquisition Regulations supplement (AGARs) can be accessed on the Internet at http:// www.arnet.gov/far and http://www.usda.gov/procurement/policy/agar.html . (iv) THIS SOLICITATION UTILIZES FULL AND OPEN COMPETITION. NO SET-ASIDES APPLY TO THIS EFFORT. The associated NAICS code for this effort is 339999. (v) This requirement is for: 12 Funnel Lindgren Trap with wet cup option, Quantity: 801 each. Statement Of Work/Specifications for 12 funnel Lindgren multifunnel trap with wet cup option. The Lindgren multi-funnel trap must be made of UV protected polyethylene with a black hemispheric canopy. The hemispheric black canopy to maintain the dark trap silhouette with the black canopy and secondly the canopy should not collect rain water. Rain water draining down the back of the neck while servicing a trap is a common complaint with the trap. The canopy should be easy to replaced in the field with simple tools. It should attach using high tensile strength nylon pin or "legs". The wire trap hanger should be with a study eyebolt. The advantage with the eyebolt hanger is that when traps are removed at the end of the trapping season they should be easily stored, so that there are no tangled wire hangers that need to be straightened out. The trap should also feature "snap in" legs for easy field replacement and all of the trap components should be fully interchangeable with older trap versions of the trap. More specific: Trap to have hemispherical black plastic canopy (top) with three plastic pins to attach canopy to top funnel. Connecting pins for canopy to top funnel connection to be made of nylon plastic. Connecting pins for connection of top funnel to second funnel to be made of nylon. Canopy to top funnel attachment must be possible in field. Nested funnels held in place by plastic connecting pins. White collection vessel. Collection vessel that fits onto bottom funnel by twist-tight motion. Collection vessel with water drain hole ? of distance above bottom of collection cup and covered with fine screen to allow water but not insects to escape. Parts must be compatible with older trap version. (vi) This requirement is for the USDA, APHIS, Plant Protection and Quarantine (PPQ), Moore Air Base, Edinburg, TX. (vii) Delivery and acceptance of deliverables will be FOB destination to the following: NYS Dept. of Environmental Conservation, State Tree Nursery, 2369 Rout 50, Saratoga Springs, NY 12866, Qty: 240 traps; USDA-APHIS-PPQ, 8237 Kanona Road, Avoca, NY 14809, Qty: 240 traps; NYS Fairgrounds, 581 State Fair Blvd., Syracuse, NY 13209, Qty: 50 traps; Vermont Agency of Agriculture, 103 s. Main St., Waterbury, VT 05671, Qty: 50 traps; USDA Forest Service, Durham Field Office 271 Mast Road, Durham, NH 03824, Qty: 31 traps. (viii)The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this solicitation. (ix) The provision at 52.212-2, Evaluation - Commercial Items, applies to this solicitation. The following text is added to Paragraph (a) of FAR 52.212-2: (i) technical capability of the item offered to meet the Government requirement (ii) past performance; and (iii) price. Technical and past performance, when combined, are equally important when compared to price. Offerors with no past performance will be rated neutral. A competitive firm-fixed price award will be made to the responsible firm with the best value quote trading off expected value against probable costs. The product at a minimum must meet or exceed the technical specifications: Product description 52.212-1(b)(4) TO INCLUDE PRODUCT LITERATURE, PRODUCT SAMPLES, MATERIAL SAFETY DATA SHEETS, AND TECHNICAL FEATURES. Additional guidance on price is provided under provision 52.212-1 section (g). The contractor shall either return a completed copy of this provision with its quote, or complete the Online Reps and Certs Application (ORCA) at http://www.bpn.gov.
