Description
The project is identified will be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with four optional year renewals covering botanical surveys of areas designated in Task Orders. These Task Orders will cover a variety of project level analysis areas on the Black Hills National Forest. These areas comprise an approximate total of 25,000 to 100,000 acres for each of the next five years, on Ranger Districts across the Black Hills National Forest in more than one analysis area. Task Orders will cover projects ranging in size from several acres to several thousand acres. Large watershed scale planning units will be analyzed and surveyed primarily for timber harvesting activities. Smaller surveys will be conducted for range management, prescribed fire, and a host of special use activities. Tasks to be completed will be stipulated in each Task Order. The purpose of this work is to collect information to be used in making management decisions. Information collected will be shared with the Wyoming and South Dakota Heritage Programs. It is expected that more than one contract will be awarded as a result of this solicitation. All responsible sources may submit a quote, which shall be considered by the agency. The successful contractor(s) will be chosen through a best value process stated in the solicitation. Each task order will be competitive with the successful contractors. Depending on the results of that task order competition, the estimated quantity may result in award to several contractors or the bulk of the work may flow just to one contractor. The minimum guaranteed amount is $5,000 per contractor for the base year only. The performance period is expected to be from June 1, 2006 or date of contract award through May 31, 2007, or one year from date of award with 4 consecutive option years. The NAICS code is 115310. This is a 100% small business set-aside. This is an electronic solicitation only. All documents will be posted to fedbizopps.gov for download from this web site exclusively. The solicitation is expected to be issued on or about March 17, 2006. A pre-proposal conference is tentatively scheduled for March 31, 2006. Quotes are expected to be due by April 19, 2006. The solicitation package once posted will contain the actual dates. Request for Quote procedures will be used to determine award. Numbered note 1 applies.
