Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration intends to negotiate on a sole source basis citing 41 U.S.C. 252(c)(1) with National Academy of Sciences. The Bureau of Economic Analysis (BEA) will participate with the National Academy of Sciences on The Committee on National Statistics conferences. The conferences will be held in May and October 2006. This is a standing committee at the National Academy of Sciences and fills a critical gap as an integrative force for a highly decentralized federal statistical system. The Committee working with BEA and other federal statistical agencies, works to improve the statistical methods and information on which public policy decisions are based. The Government anticipates the award of purchase order for 12 months on a firm fixed price basis to pay for BEA?s share of these conferences. This acquisition will be conducted utilizing the procedures FAR Subpart 13, Simplified Acquisition procedures. A formal Request for Quotation is currently not available. The associated North American Industry Classification System Code (NAICS) is 54620 and small business size standard is $6.0M. All responsible sources may submit a statement of technical capabilities which shall be considered by the agency. Information submitted in response to this notice must be in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Responses or questions results from this notice may be submitted via email to Juanita Beck at juanita.beck@noaa.gov , no later then May 1, 2005. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open competition based on responses to this notice is solely within the discretion of the Government. Reference: DG1321-06-RQ-0416 in your response.
