Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to acquire one twin engine, high wing unpressurized aircraft for the Aircraft Operations Center (AOC) at MacDill AFB, FL. The engines shall be turbo prop PT6A-27 preferably with near zero time on each since major overhaul. Each three-bladed turbine propeller shall be HCB3TN-3DV type with zero time since major overhaul. The aircraft shall be modified or be capable of being modified for aerial photography and airborne observation missions. The aircraft is required but not limited to have the following capabilities: 1). A service ceiling of at least 20,000 feet International Standard Atmosphere (ISA); 2). Normal maneuvering flight at airspeeds less than 100 knots true airspeed (TAS) at 500 feet mean sea level (MSL); 3). Landing and taking off from unimproved runways; 4). Seating and carry capacity for at least 10 persons excluding crew; 5). Flight into known icing conditions; 6). Flight into day and night Instrument Flight Rule (IFR) and Visual Flight Rule (VFR) conditions; 7). Capable of carrying sufficient fuel for seven (7) hours of flight at maximum endurance altitude and airspeed without exceeding certified limits; 8). Capable of modifications that allow an observer to see forward and down along the aircraft flight path, Capable of modifications that allow for toilet installation. The aircraft is required but not limited to have the following equipment: 1). Equipment required for day and night, IFR and VFR flight in accordance with FAA regulations; 2). Equipment required for flight into known icing conditions in accordance with FAA Regulations including deicing boots, electrically heated windshield and prop heat capability; 3). Anti-collision lights and two or three point strobe light system; 4). Cockpit and cabin fire extinguishers; 5). Environmental system for cockpit and cabin; 6). Taxi Light(s); 7). Double air stair cabin door on port side; 8). Airline interior to accommodate at least ten (10) persons, with FAA approved seat belts; 9). FAA approved four-point shoulder harness with inertial reels for each front seat occupant. Shoulder straps and lap belts shall fasten with a single, quick release mechanism; 10). First aid equipment as listed in FAA Regulations, Part 121, Appendix a; 11). Dual flight controls. The aircraft must be available for Government inspection prior to a contract award, and must be available for possession by the Government within 6 months of a contract award. The Government intends to award a contract to the responsible offeror whose offer represents the best value to the Government. This acquisition is not set-aside for small business. The Central Region Acquisitions Division (CRAD) requires that all contractors doing business with this office must be registered with the Central Contractor Registry (CCR).
