Description
The National Oceanic and Atmospheric Administration (NOAA), Physical Sciences Division (PSD) proposes to negotiate on a sole source basis under the authority of 41 U.S.C. 253(c)(1) with the University of Wisconsin, Space Science & Engineering Center, 12225 West Dayton St., Madison, WI 53706 to lease a high-spectral resolution lidar which was deployed in Eureka, Canada. The high-spectral resolution lidar (HSRL) is a one-of-a-kind research-grade instrument originally developed with funding from the National Science Foundation. It provides data on atmospheric cloud and aerosol properties that are crucial to the NOAA Climate and Arctic Research program to determine attribution of climate forcing in the Arctic. The measurements include all backscatter cross section, optical depth and depolarization data collected by the HSRL. It is already installed and operating at the Eureka Weather Station which is at 79.9 degrees North and only accessible by charter aircraft. The original deployment costs were approximately $45,000. This lease is intended to partially cover operating costs for the instrument and may be renewed annually as agreed upon by the contractor and the Government. This announcement is being issued under the Simplified Acquisition Procedures, FAR Part 13 (under $100,000). Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Any responses shall be received in writing no later than May 5, 2006. Anticipated Award date is May 8, 2006.
