- Section 1121(b) of the Elementary and Secondary Education Act of 1965, as reauthorized by the No Child Left Behind (NCLB) Act of 2001, P.L. 107-110 authorizes a program of competitive grants to local educational agencies (LEAs) in American Samoa (AS), Guam (GU) the Commonwealth of the Northern Mariana Islands (CNMI), the U.S. Virgin Island (V.I.) and the Republic of Palau (RP). That Act also names the Pacific Region Educational Laboratory (PREL), renamed the Pacific Resources for Education and Learning (PREL), to provide administrative services to help facilitate grants under the T&FASEGP. These services will include conducting a competition for the grants, making recommendations to the Secretary for awarding these grants and providing technical assistance to the grantees. PREL, as provided in the Act, may receive up to five percent of the appropriation to provide these services. ED anticipates awarding a sole source Fixed Price purchase order for the Territories & Freely Associate States Education Grant Program (T&FASEGP) requirement to PREL. This requirement's period of performance will be 90 days from date of award. This notice is for informational purposes only.
