Description
The Department of Veterans Affairs Denver Distribution Center (DDC) intends to solicit and negotiate indefinite delivery, indefinite quantity (IDIQ) firm, fixed-price contract(s) for Aids for the Visually Impaired, such as canes, timepieces, lamps, Braillers, magnifiers, and miscellaneous other items. The quantities will vary per line item and will be noted in the solicitation package. Items awarded will not be mandatory for use within VA Medical Centers. The period of the contract is anticipated for one base year plus four, one-year option periods. If the offeror is not a manufacturer, a signed agreement between the offeror and manufacturer must be submitted with the offer and remain in effect for the duration of the contract period, to include option periods. Contracts will be established using competitive negotiated procedures, with some line items restricted to specific brand names in accordance with 38 U.S.C. 8123. Applicable NAICS code for the solicitation is 339113. This acquisition will combine Full and Open Competition (for items not available in sufficient quantities from US manufacturers) with a Small Business Set-Aside for items shown in market research to be available from small business US manufacturers. The Buy America Act will apply to SDVOSB, HUBZone SB, and SB manufacturers and distributors on those items not opened to full and open competition. The Trade Agreements Act applies to all other items. DDC intends to evaluate offers and make one award per line item utilizing the evaluation criteria found in the solicitation document. Such criteria may include any or all of the following: past performance of the offeror, experience in industry (and specifically, providing products to the VA), product compliance with requirements, quality of product submitted, usability for visually impaired veterans, and training requirements for clinic personnel, as well as price. When combined, past performance and technical ratings will be significantly more important than price. This solicitation should be available for downloading on, or about 1 May 2006, at the Internet website: http://www.va.gov/oamm/busopp/sols.htm and through FedBizOpps at http://www.fbo.gov. Written requests must include a complete company name, address, point of contact, e-mail address, telephone and fax number. DDC may host a pre-proposal conference at a date/time to be determined should requests and questions from offerors warrant.
