- This modification adds further description: The 50th Contracting Squadron at Schriever AFB, Colorado hereby gives notice of its intention to award a sole source purchase order to dBm Corporation. In accordance with FAR 6.303 and 6.302-1(b)(1)(i), only one responsible source and no other supplies or services will satisfy agency needs for the purchase of line item 0001, dBm SLE-700-4-70HBW Four Channel Satellite Link Emulator or line item 0002 dBm Dual Input CNG-2-70/140 Carrier to Noise Generator with a power level accuracy of 0.1Db. Both items must also operate at 70MHz and require line item 0003 SATGEN Satellite Orbit Modeling Software. The complete requirement will be used to simulate and translate satelitte communications for the 25SCTS. Our customer requires compatibility with current systems in order to avoid significant retraining, reconfiguration of existing laboratory architecture and downtime of mission critical operations during transition period to a new platform. This award will be made under Simplified Acquisition Procedures in the amount of $162,600.00. This announcement constitutes the only notice. The reference number is FA2550-06-P-2013. The following clause applies to this acquisition: 5352.201-9101 Ombdusman (Aug 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
