Description
SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) NAICS: 713990. This synopsis is issued to conduct market research for informational and planning purposes only. This market survey is conducted to identify potential sources to furnish all labor, equipment, transportation, and material to provide certified sports officials for Los Angeles AFB Fitness Center. The Sports covered under this notice shall include, but are not limited to, Basketball (Intramural, Varsity), Softball (Intramural, Varsity), Soccer (Intramural, Varsity), Flag Football (Intramural), Volleyball (Intramural, Varsity). Please submit a Statement of Capabilities package. Your package should clearly state capabilities, expertise, current sports association certifications, and past performance which are relevant to the general requirements as stated above. The package should also take into consideration the attached draft Performance Work Statement (PWS). Responding firms are also requested to provide information concerning their business status: large, small, disadvantage, 8(a), Hubzone and/or disabled veteran. Additionally, your Statement of Capabilities package should include the following: Company Name; Address; Point of Contact; Telephone number; E-Mail Address; CAGE Code; and Web Page URL if applicable. The Government will neither award the contract solely on the basis of this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. This synopsis does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government?s acquisition approach. PERFORMANCE WORK STATEMENT FOR SPORTS OFFICIALS 1. DESCRIPTION OF SERVICES The contractor shall provide all personnel, equipment, tools, materials, transportation, supervision, and other items or services necessary to perform sports officiating described in this Performance Work Statement (PWS) at Los Angeles Air Force Base, California. Los Angeles Air Force Base is located approximately four (4) miles south of Los Angeles Airport (LAX), between Aviation and Douglas Boulevards. The estimated quantities of work required are listed in Appendix C, Workload Estimates. 1.1. Performance Period The Contractor shall perform the services in this PWS initially beginning 24 April 06 to 23 April 07, and thereafter with options to extend on annual basis not to exceed five years in total. 1.2. Sports Officiating 1.2.1. Sports officiating shall include, but is not limited to, Basketball (Intramural, Varsity), Softball (Intramural, Varsity), Soccer (Intramural, Varsity), Flag Football (Intramural), Volleyball (Intramural, Varsity). 1.2.2. The Fitness and Sports Director, or their designated representatives may request an additional game official for championship games. Additional officials and referees shall be priced in accordance with pay schedules. 1.3. Game Times 1.3.1. Games are held Monday through Saturday at the LAAFB Fitness Center and fields secured by the fitness center, Del Aire Park and Alondra Park, maps included in Appendix B. All game times will be listed at the fitness center prior to the start of the season. The contractor will be required to provide officiating service based upon sport schedules provided in advance by the fitness center staff. 1.3.2. Contractor shall (sports officials) appear at least 15 minutes prior to the scheduled game start time. 1.3.3. Contractor shall obtain the game schedule(s) prior to the start of each season from the Fitness Center front desk. 1.3.4. Contractor shall notify the Sports Director at the Fitness Center staff at least 24 hours in advance if a game must be cancelled. In emergency situations, i.e. road conditions or personal emergency, the fitness center staff will be notified immediately. 1.3.5. Contractor will only be paid for games officiated, unless the emergency involves closure of the facility, closure to the base, or the fitness center cancels the Game with less than 24 hours notice to the contractor. 1.3.6. Upon completion of each game, the Contractor (employee) shall sign the scorebook. 1.3.7. Contractor shall submit weekly timesheets to the Fitness Center, no later than noon (12:00 pm PST) on Tuesday of each week. 1.3.8. The Fitness Center Director reserves the right to change days and times of games with a two (2) week notice to the contractor. 1.3.9. Contractor shall provide quality officiating services of all games, in accordance with the official rulebook and by laws governing the particular sport for which such officiating services are being provided. 2. SERVICE DELIVERY SUMMARY (SDS) The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success. Maintain training and certification levels. 4.2.1 95% of the time. 3. GOVERNMENT FURNISHED PROPERTY AND SERVICES 3.1. The government will provide, without cost to the contractor, all scorebooks and sports equipment (i.e., softballs, footballs, soccer balls, etc) and field access. Contractor shall pick-up/sign-out sports equipment prior to game time at the Fitness Center 3.2. All Government-furnished property shall be used only for performance of this contract. Requests for property or services not covered above shall require 61 ABG/SV approval. The contractor shall manage government furnished property in accordance with FAR 52.245-2 Alternate I Government Property (Fixed-Price Contracts). At the end of each game, contractor shall return all signed-out sports equipment to the Fitness Center no later than next business day. 3.3. Contractor shall provide all materials and equipment necessary to officiate the sporting event, in accordance with this Performance Work Statement. 4. GENERAL INFORMATION 4.1. Normal Hours of Operation The contractor shall perform the services required under this contract during the following hours: Normal hours are Monday through Friday 0500-2100 and Saturday and Sunday 0900-1700, except federal holidays. 4.2. Federal Holidays The contractor is not required to provide services on the following federal holidays: ? New Year?s Day ? Martin Luther King?s Birthday ? Presidents Day ? Memorial Day ? Independence Day ? Labor Day ? Columbus Day ? Veterans Day ? Thanksgiving Day ? Christmas Day. If the federal holiday falls on a Saturday or Sunday, it may be observed on Friday or Monday as directed. 4.2. Contractor Personnel 4.1.1. Contractor Employees. The government reserves the right to restrict the employment, under this contract, of any contractor employee, or prospective contractor employee who is identified as a potential threat to health, safety, security, general well being, or the operational mission of the installation and its population. Contractor shall perform background checks, at contractor's expense, to ensure that said employee has not been convicted of any sexual crime or any crime against children. 4.1.2. Dress and Appearance. Contractor employees shall wear the appropriate uniform, as indicated in the governing rulebook, at all times during the performance of this contract. Contractor personnel shall present a clean, neat and professional appearance at all times and be easily recognized as contract employees. No item of military clothing shall be worn as an outer garment. 4.2.1. Employee Certifications 4.2.1.1. The Contractor shall ensure that employees maintain current and valid professional certifications for the specific games they are officiating. Professional certification shall be issued by one of the following nationally recognized organizations: ? National Collegiate Athletic Association (NCAA) ? American Softball Association (ASA) ? International Touch and Flag-Football Association ? US and/or International Volleyball Association (IVA) ? National Intramural-Recreation Sports Association (NIRSA) 4.2.1.2. The Contractor shall be required to provide the contracting officer or designate with proof of certification for all employees before contract start date. The following is a list of Sports for which the contractor shall provide certified officials: ? Basketball (intramural & varsity) ? Softball (intramural & varsity) ? Soccer (intramural & varsity) ? Flag Football (intramural) ? Volleyball (intramural & varsity) 4.3. Security 4.3.1. Contractor shall comply with all security measures in accordance with base policy, including posted speed limits, parking, vehicle registration and personnel passes, for all vehicles and personnel requiring access to Los Angeles Air Force Base. The contractor is responsible for assuring that all contractor employees are aware of, and allow time for, base admission process. 4.3.2. Base Access. Contractor shall provide the contracting officer a list of contractor employees who will require base access. The written request shall include employees full name, social security number, citizenship, date of birth, place of birth, and driver?s license number and state of issue. Base access passes can be picked-up and returned to the Security Forces Squadron, Pass and Registration Section, (Los Angeles Air Force Base, Building 272, room C1-300). 4.3.3. Vehicle Registration. Contractor employees are required to register privately owned vehicles on LAAFB for access and parking. The contractor employee shall provide a valid driver's license, current vehicle registration, and a valid vehicle insurance certificate to obtain vehicle passes. Each Contractor employee driving a privately owned vehicle on LAAFB must carry minimum liability insurance of $15,000.00 each person, $30,000.00 each accident, and $5,000.00 property damage. Vehicle passes can be picked-up and returned to the Security Forces Squadron, Pass and Registration Section, (Los Angeles Air Force Base, Building 272, room C1-300). 4.3.4. Surrender Base Passes. Contractor employees must remove and surrender all Air Force vehicle registration and identification forms upon employment termination, disqualification for USAF private motor vehicles registration, or disposal of vehicles. 4.4. Emergencies In case of emergency the official is to call 911 for medical assistance, and inform the fitness center personnel to allow the appropriate forms to be filed. 4.5. Quality Control In compliance with the contract clause entitled "Inspection of Services" 52.246-4 -- Inspection of Services -- Fixed-Price, the Contractor shall develop a plan and maintain a quality control program to ensure services are performed in accordance with commonly accepted commercial practices and practices of the State of California. As a Minimum the Contractor shall develop quality control procedures addressing the areas identified in paragraph 2, Service Delivery Summary. 4.5.1. Performance Evaluation Meetings The contracting officer may require the contractor to meet at least quarterly with the Fitness Center Director and the Contracting Officer. If the Contractor requests, a meeting will be held whenever a Discrepancy is discovered. The Contractor, Contracting Officer and Fitness Center Director, shall sign the Contract Administrator?s written minutes of these meetings. Should the Contractor not concur with the Contractor Administrator's minutes, the Contractor shall so state any areas of nonconcurrence in writing to the Contracting Officer within ten (10) calendar days of receipt of the signed minutes. 4.5.2. Government Quality Assurance According to the Inspection of Services clause, Inspection of Services -- Fixed-Price, FAR Part 52.246-4, the government will evaluate the contractor's performance under this contract. For those tasks listed on the SDS (Section 2), the contracting officer?s representative (COR) will follow the methods of surveillance specified in this contract. Government personnel will record all surveillance observations. When an observation indicates defective performance, the COR will require the contractor to initial the observation. The initialing of the observation does not necessarily constitute concurrence with the observation, only acknowledgment that he or she has been made aware of the defective performance. Government surveillance of tasks not listed in the PWS or by methods other than those listed in the PWS (such as provided for by the Inspection of Services clause) may occur during the performance period of this contract. Such surveillance will be done according to standard inspection procedures or other contract provisions. Any action taken by the contracting officer as a result of surveillance will be according to the terms of this contract. 4.6. Quality Assurance The government will periodically evaluate the contractor?s performance. The government may inspect each task as completed and increase the number of quality assurance inspections if deemed appropriate because of repeated failures discovered during surveillance inspections or because of repeated customer complaints. Likewise, the government may decrease the number of quality assurance inspections if performance dictates. The government will also receive and investigate complaints from customers. The contractor shall be responsible for initially validating customer complaints; however, the government representative will make the final determination of the validity of customer compliant (s) in the cases of a disagreement between the contractor and the customer. 4.7. Scope Changes Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the Contracting Officer and not the COR. 5.
