Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propo sals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-06-T-0046. This acquisition is issued as an Request for Quote. (iii) The solicitation document and incorporated provisions and clauses are th ose in effect through Federal Acquisition Circular 01-27.(iv) This acquisition is a sole source action for Arrow Tech Associates, Inc., 1233 Shelburne Road, Suite D-8, South Burlington, VT 05403. The associated NAICS code is 541690. The small business s ize standard is $6.0M. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable N/A (vi) Description of requirements: Phase I - Aerodynamic Test Facility New Range Int erface Installation: The contractor shall provide hardware and software that is required to install a range interface in a newly constructed 13-station aerodynamics range. a. The contractor shall upgrade the Range Controller software, provided as Governmen t Furnished Property (GFP) at contract award to include the capability to drive the thirteen new stations. b. The contractor shall purchase and install new, compatible Range Interface hardware to complete the communications interface with the thirteen new stations to work with the updated software (one group of 13 stations). The hardware and software shall communicate via an Ethernet interface. c. The contractor shall debug and test the system. Phase II - Aerodynamic Test Facility Hardware and Upgrade: The contractor shall purchase and install new, compatible range communications interface hardware in the existing Aerodynamic Test Facility (5 groups of stations). The new hardware shall operate via the software created in Phase 1 a. a. The contractor shall modify the Range Controller software, provided as GFP at contract award to support 5 groups. b. The contractor shall purchase and install new, compatble Range Interface communications hardware to work with the updated software (five groups of stations). The hardware and software shall communicate via an Ethernet interface. c.The contractor shall debug and test the system. 3.Documentation and Presentation of Results: The contractor shall provide the source code for the range controller software in electronic format. (vii)The Period of Performance will be for approximately 15- 18 months for the completion of both phases at the Aberdeen Proving Ground installation. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: none ix) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer. These claus es can be obtained at http://www.arl.army.mil/contracts/opport.htm. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision ar e as follows: (1) Technical Merits, (2) Past Performance and (3) Price. Technical and past performances, when combined, are significantly more important than price. The government reserves the right to make an award without discussions. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.21 2-7000, Offeror Representations and Certifications -Commercial Items, with its offer. This notice of intent is not a request for compe titive proposals. However, the Government will consider all proposals received within ten days after date of publication of this synopsis. A determination by the Government not to compete with this proposed contract based upon responses t o this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. (xvi) Offers are due on 17 May 2006, by 3:00 PM EST, at the US Army Resea rch Laboratory, RDECOM, AMSRD-ACC-AA, Building 434, Aberdeen Proving Ground, Maryland, 21005.
