Description
The U.S. Army Research, Development, and Engineering Command Acquisition Center (RDECOM AC) intends to solicit on a sole source basis Mitretek Systems of Falls Church, VA for an indefinite delivery indefinite quantity (IDIQ) cost-plus-fixed-fee (comp letion type) contract. The Government anticipates this being a five (5) year contract. The authority for the sole source action is 10 U.S. C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source And No Other Supplies Or Services Will Sa tisfy Agency Requirements. The objective of this contract is to provide the Edgewood Chemical and Biological Center (ECBC) Research and Technical (R&T) Directorate with research, development, technical management, and administrative support for the exec ution of its assigned programs in basic research and exploratory development. ECBCs minimum needs can only be satisfied by Mitreteks unique capability of providing independent, conflict-free support to ECBC in the areas of performance testing, research and development. Mitretek Systems is specifically structured to be free from organizational conflicts of interest and has access to proprietary information, government facilities, and personnel beyond that normally granted to contractors. Because of Mitret ek Systems corporate framework as a nonprofit company working in the public interest, it will be able to perform technical analysis with independence and objectivity. However, the contractor is required, in addition to being free of conflicts of interest, to stand apart from any unfair competitive advantage that would accrue from preparing program-wide analyses and reviews involving inputs from the various competitive contractors. Numbered Note 22 applies.
