- The Product Manager for Fire Support anticipates awarding a sole source contract, in accordance with FAR 6.302-1, to Northrop Grumman Mission Systems, Carson, CA to provide expert Electronic System Technical Support (ESTS) for the M109A6 Paladin Self Propelled Howitzer and the M992 Field Artillery Ammunition Support Vehicle (FAASV) program. Anticipated award date is 01 June 2006. The Government is contemplating a contract extension for a 9-month period of performance to the current ESTS. This requirement will fill the need for a qualified contractor with experienced in-house personnel, facilities, supplies and services necessary to support current Paladin and FAASV electronic/electrical sub-systems. The ESTS contract is for design, development, fabrication, integration, testing, support and fielding of system improvements, associated equipment, and software, as well as associated program management, logistics support and documentation. This includes technical support for hardware and software for the Paladin and execution of the warranty program for the Paladin Digital Fire Control System (PDFCS) which may include on site support at various CONUS and OCONUS locations. This is a market survey/sources sought synopsis for information only and shall not be construed to be a request for proposal or as an obligation on the part of the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The Government is interested in prime contractors only. Because of potential access requirements for non-exportable information (COMSEC and Nuclear Survivability Criteria) participation by foreign contractors is not permitted. See Numbered Note 25.
