Description
MARKET SURVEY ENHANCED CONTAINER HANDLING UNIT (E-CHU) DESCRIPTION: The Product Manager for Heavy Tactical Vehicles (PM HTV) located at the U.S. Army Tank-Automotive and Armaments Command (TACOM) in Warren, Michigan is currently seeking to identify sources that are capable of providing E-CHUs for the U.S. Armys M1075 Pall etized Loading System (PLS) and the M1120 Heavy Expanded Mobility Tactical Truck  Load Handling System (HEMTT-LHS). These E-CHU kits are required to meet additional requirements that the current CHU kits do not meet. Market Survey Request: This market surveys purpose is to determine industry capability to providing an E-CHU kit. If interested, please furnish your detailed response to this market survey and technical information questionnaire. In addition, you may provide any supplemental information or commercial literature describing the human factors, engineering, safety, supportability, quality, cost, product availability or other information not specifically requested that you feel would be useful to us. The Government does NOT wish t o obtain any proprietary or otherwise protected documents as a result of this market survey. The Government may return such data or documents submitted that have proprietary or protected markings. This market research process is intended to obtain only c ommercially available information about contractors products. The enclosure is provided merely for market research purposes, subject to change at any time, is in no way binding on the Government and does not represent an established requirement. The enclosure is furnished for information purposes only, with the unde rstanding that the Government is under no obligation of any kind to proceed with an acquisition in any way related to or based upon the data set forth in the enclosure. The Government is not requesting any interested or potential suppliers to incur any ex penses of any kind in connection with their review of the enclosure or their response to this survey. What products/services does your company primarily manufacture? Please list the names and/or identifying numbers of the specific products you are describing in response to this questionnaire. In addition please provide information on the customers fo r those products. 2. What business type is your company (large, small, small-disadvantaged, women-owned or 8(a)? Is your company located in a labor surplus or HUB-zone (See FAR Part 19 Small Business Programs)? What is your Standard Industrial Classification (SIC) code? 3. How long has your company existed? 4. Have you produced a Container Handling Unit (or similar) device for either commercial or military application? If so, for whom? When? 5. Have you produced a CHU that can meet the requirements of ATPD 2203 Revision B? If your product does not meet all of the requirements of ATPD 2203 Revision B which requirements (by paragraph number) do you not meet? 6. The Army desires a CHU that can be stowed on the HEMTT-LHS while the HEMTT LHS is transporting flatracks. Can your CHU be stowed on a HEMTT-LHS? If not, can your CHU be modified so it will stow on a HEMTT-LHS? 7. The Army desires a CHU kit that adds less than 3200 pounds to the weight of the vehicle. What is the estimated additional weight your CHU would add to the M1075? M1120? 8. The Army also desires that the lifting frame weigh less than 1350 pounds, how much will your lifting frames weigh? 9. Please discuss how much commonality there will be between your M1075 CHU kit and your M1120 CHU kit. What how many parts do you anticipate there being in each kit? What parts will not be in common between the kits? 10. Please provide an estimate of how long it will take to install your CHU kit on the M1075? the M1120? How many personnel? How many man- hours? Are there any special tools or equipment required? 11. In order to successfully integrate a CHU kit on the PLS and HEMTT-LHS modifying the Load Handling Systems electronics will be required. What experience does your company have with the Multilift Load Handling systems? Has your company ever modified a Multilift control system? 12. The Army desires a CHU with reduced life cycle costs; how will your CHU lower lifecycle costs over the existing systems? 13. What experience has your company had in supplying the Government with the type of products you have described? 14. Is your described product sold commercially? If so, by whom? 15. What are your customary practices with regard to packaging, warranty, discounts, etc. under which your commercial sales of this product are made? 16. Does your company have the capability to submit data/drawings via electronic/digital data media? If yes, what hardware and software do you use? 17. Has your product been tested in accordance with any standardized test methods such as those from the American Society for Testing and Materials (ASTM) or the Society of Automotive Engineers (SAE)? If yes, which tests have been conducted? If not, ha s this vehicle been tested using an internal company standard? If so, please briefly describe the testing method(s) that were used and provide any details about the test results that you would like to share. 18.
