- The U.S. Army Corps of Engineers (COE) is seeking the services of an architect-engineer (A-E) firm to review design submittals and act as an agent/intermediary to secure a signed Services and Design Control Application (SDCA) from the Qatar Governmen t for the FY 07 Squadron Operations Facility (SOF) Aircraft Operations Project at Al Udeid Air Base (AUAB), Qatar. The services will be procured via a contract in accordance with the Brooks Act as implemented by Federal Acquisition Regulation (FAR) Subpar t 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. A. General Nature of the Required A-E Services: 1. Review pre-final design documents prepared by the COE and provide comments to the COE on design elements related to compliance with local Qatar design/construction standards to secure an approved SDCA. 2. After COE incorporates pre-final design review comments into the final design, coordinate with the Qatar Armed Forces (QAF) and the Qatar Government SDCA review agencies as needed to obtain the approving signature of each SDCA Governmental Department. 3. Report regularly to the U.S. Government Construction Management Office (CMO) at AUAB on the progress of design reviews and the progress on acquiring an approved SDCA. B. Type and Expected Duration of A-E Services: 1. A single firm fixed price contract will be issued for these services. 2. The start of services will begin with a review of the pre-final Design for the FY SOF Aircraft Operations Project that is scheduled to be complete on or about 30 Jun 06. The services will end when the final signature is obtained and the SDCA is comple tely approved. This is required on or about 07 Jan 07. 3. There may be intermediate reviews stipulated in the contract for time to time to review the design submittal. C. Prerequisites: 1. All interested firms must be an approved Grade A consultant by the Qatar Government with integral architectural, structural, mechanical/electrical/plumbing (MEP), and civil/site development disciplines. 2. Experience with projects on QAF installations is preferred. D. Description of Project: This project consists of a Rotary/Fixed Wing Hangar, Squadron Operations Facility, Heavy Lift Parachute Facility, Aerial Ground Equipment Facility, Fuel Stand, Aircraft Wash Rack, Miscellaneous Sunshades; and Supporting Structures to include but not limite d to an Electrical Substation, Central Chiller Plant, Fire Water Storage and Pumps; and related External Works to include utility lines, roads, parking areas, sidewalks, landscaping, and general site improvements. The estimated construction cost is betwee n U.S. $25,000,000 and $100,000,000. E. A-E Services Selection Criteria: The selection criteria for this project are listed below in descending order of importance (first by major criterion, then by sub-criterion). 1. Specialized experience and technical competence. Firms must demonstrate a minimum five years experience or technical capabilities as follows: (a) Technical competence in the design of industrial type facilities. (b) Experience in conforming to local Qatar standards to obtain an approved SDCA for various building construction projects. (c) Experience in setting up and conducting meetings with Qatar Government SDCA review agencies. (d) Experience with the design of projects on QAF installations.. (e) Experience with projects of similar size as the FY 07 SOF Aircraft Operations Project. (f) For firms that intend to subcontract part of the services, experience with subcontracts on work of similar size and scope. 2. Professional qualifications: Verification that the firm is a Qatar Government licensed Grade A consultant. 3. Past performance: Verifiable past performance in the design of Government and Commercial facilities in the State of Qatar, similar in size and scope to the FY 07 SOF Aircraft Operations Project. F. Su bmission Requirements: 1. Interested firms having the capability to perform this work must submit a completed copy of Standard Form (SF) 330 for the prime firm and all consultants to the address provided below. Solicitation packages are not provided. This is not a request for a price proposal. Do not quote a price with our submittal. 2. Section H of the SF 330 may be used to elaborate on your firms specialized experience and technical competence to provide the required services for the project. Your submittal is due at the address in paragraph (2) above not later than 2:00PM (Winchester, VA time) on 12 May 06.
