This Procurement will be conducted under FSC CODE: R411, SIC CODE: 6531, NAICS Code: 531320. The size standard for this code is $1.5 Million. TYPE OF AWARD: Firm-Fixed Price DESCRIPTION: The project consists of real estate appraisal services for preparing appraisal reports for 908.4+ acres of land, 55 property owners in San Bernardino County, California. Narrative appraisal reports are to be prepared in accordance with the U niform Appraisal Standards for Federal Land Acquisition (UASFLA 2003 edition) and the Uniform Standards of Professional Appraisal Practice (USPAP 2003 edition). All proposals are due no later than May 16, 2006. Technical evaluation of the RFQ will be based on the contractors past performance with the U.S. Army, Corps of Engineers, Los Angeles District and the following factors: Factor 1, the appraise r must be a State Certified General Appraiser. If not licensed in the State of California, a temporary license would need to be obtained. Factor 2, a current copy of the State License must be provided with the offer submittal and the appraiser must be in good standing in the State so licensed. Factor 3, the appraiser must submit a statement of professional qualifications outlining work experience and education with the offer submittal. Factor 4, the appraiser must submit a client list, especially note tho se clients where appraisals were performed within the Fort Irwin, CA region. Factor 5, applicants holding a professional appraisal designation from a sponsor organization of The Appraisal Foundation will be given greater consideration. Affiliations and Me mberships should be included to represent the appraisers network and knowledge base. Factor 6, litigation experience and qualified as an expert witness in real estate appraisal matters is considered beneficial. Factor 7, the appraiser must demonstrate the ir ability and expertise to perform appraisals on remote desert parcels within the Fort Irwin Western Expansion region, San Bernardino County, Sate of California. Factor 8, the appraiser should represent the percentage of work performed in this region on i solated desert lands. Appraisers who have conducted a large amount of work in this particular region should have a deep knowledge of regional property values and neighborhood variables. Factor 9, the appraiser who is contracted for completion of this as signment must be the signatory of the appraisal document. Any individual(s) providing significant professional assistance must be stated in the certification page and/or a signatory person.
