Description
CONTRACT INFORMATION: This procurement is for an Indefinite Delivery Contract for Architect-Engineer services within the jurisdiction of the Norfolk District Corps of Engineers and the North Atlantic Division, Corps of Engineers. This contract is i ntended to provide professional engineering services in support of the execution of the Ft Lee BRAC Program as well as other missions and requirements assigned to the Norfolk District. The primary focus of this contract will be for the BRAC program, Ft L ee Virginia which could represent as much as $1.5 billion dollars in construction value. The work may involve master planning, individual project planning, concept design preparation, final design preparation, 1391 preparation, charettes (all types, plan ning, design, informational), development of request for proposal documents (design-build), cost estimates, etc. The MAJORITY of the work expected to be executed through this contract will be the development of design-build solicitation packages utilizing a Nominal Criteria model with minimal bridging documents developed. This objective shall be achieved through the implementation of task orders issued under the terms of this contract for all of the herein described tasks or additional tasks described in specific task orders. The contracts will be acquired in accordance with PL 92-582 Brooks Architect-Engineer Act, 40 U.S.C. 541 and FAR part 36. The total contract for the base period plus four one-year option periods shall not exceed $9,000,000.00. THIS IS AN SMALL BUSINESS SERVICE DISABLE VETERAN SET-ASIDE PROCUREMENT. The selection process and award of a contract under this Federal Business Opportunities (FBO), announcement shall be subjected to the prohibitions and restrictions of the Federal Acquis ition Regulation (FAR), subpart 9.5, Organizational and Consultant Conflicts of Interest. SELECTION CRITERIA: Criteria for selection, in order of importance, (first by major criterion and then by each subcriterion). Criteria a-e are primary and criteria f-h are secondary and will only be used as tie-breakers among technically equal firms. a. Specialized experience and technical competence of the firms and consultants in: (1) Design of new facilities of the various types and sizes described in the Preface; (2) Rehabilitation of existing facilities, also, of various types and sizes as descri bed in the Preface; (3) Preparation of project programming documents such as DD Forms 1391, master planning and feasibility studies; (4) Preparation of requests for proposal for design-build construction contracts for military projects; (5) Asbestos and le ad paint surveys and testing services; (6) Coordination, submissions and presentations to the State Historic Preservation Office. (7) Performance on similar, large, task order contracts of this type; (8) Obtaining of all necessary permits; (9) Topographic surveys, soil surveys, and subsurface exploration including associated testing; (10) Analysis and implementation of Department of Defense anti-terrorism/force protection (AT/FP) design criteria and construction standards; (11) Analysis and implementation of the Armys Sustainable Project Rating Tool (SpiRit) or similar systems such as Leadership in Energy and Environmental Design (LEED); (12) The firms ability to obtain security clearances and their experience working with classified documents may be cons idered for certain projects, in the selection; (13) Knowledge of the locality of the project including geologic features, climatic conditions, and local construction methods and obtaining permits; (14) Use of automated design systems such as M-CACES, CADD, SPECSINTACT, and DrChecks. b. The firms must have professional qualifications, either in-house or through consultants, in certain key disciplines. Registered and licensed professional engineers and architects are required for the following disciplines: project manager, architect, civil engineer, electrical engin eer, structural engineer, mechanical engineer, fire protection engineer, geotechnical engineer, land surveyor, industrial hygienist, LEED certified designers, communications engineer, interior designer, cost estimator, and landscape architect. The fire pr otection engineer shall be a registered professional engineer, have a minimum of five years experience dedicated to fire protection engineering, and one of the following: (a) a degree in Fire Protection Engineering from an accredited university, (b) have p assed the National Council of Examiners for Engineering and Surveys (NCEES) fire protection engineering examination, or (c) be registered in an engineering discipline related to fire protection. The evaluation of these disciplines will consider education, training, overall and relevant experience and longevity with the firm. The availability of an adequate number of personnel in the key disciplines shall be presented to insure that the firm can meet the potential of expedited schedules for multiple, large task orders. c. Experience producing quality designs will be evidenced in a firm's design quality management plan (DQMP). The DQMP should include an organization chart and briefly address management approach, team organization, professional registration, quality cont rol procedures, cost control, value engineering, coordination of in-house disciplines and subcontractors, and prior experience of the prime firm and any significant consultants on similar projects. Prior experience developing design-build solicitations s hould be evident through review the DQMP. The evaluation will also be based on established ACASS ratings and other credible documentation included in the firms qualification statement. d. Past performance on DOD and other contracts with respect to quality of work, cost control, compliance with performance schedules and past subcontracting plans (as applicable) will be considered. e. Capacity to complete the designs or request for proposal packages within the specified contractual time period will be considered. The experience of the firm and any consultants in similar size projects, and the availability of an adequate number of p ersonnel in key disciplines will be taken into account. f. Extent of participation of small businesses including woman owned small business, small disadvantaged businesses, historically black colleges and universities, and minority institutions in the proposed contract team will be measured as a percentage of the total estimated effort. g. Location of the firm in the general geographic area of the North Atlantic Division is desired, provided that the application of this criterion leaves an appropriate number of qualified firms given the nature and size of this project. h. Volume of DoD contract awards in the last 12 months with the objective of effecting an equitable distribution of DoD A-E contracts among qualified A-E firms, including small business social economic firms and firms that have not had prior DoD contracts , which will only be considered when used as a tie-breaker. SUBMITALL REQUIREMENTS: Solicitation packages are not provided for A-E contracts. This is not a request for proposal. Firms desiring consideration must submit two copies of a combined SF330 and separate information for prime and each consultant. To be considered, submittals must be addressed as follows: U.S. Army Corps of Engineers, Norfolk District, CENAO-BR-C, ATTN: Debora Gray, 803 Front Street, Norfolk, VA 23510-1096. Submittals must be received no later than 2:00 PM EST on May 23, 2006. Include in Part I, Section H. The plan should be brief and include an explanation of the firm's management approach, management of subcontractors if applicable, specific quality control procedures used, and an organizational chart showing the inter-relationship of management and various team components including subcontractors.
