Description
1. Please replace the original Scope of Work with the following Scope of Work: SCOPE OF WORK St. Lawrence Island Formerly Used Defense Sites Restoration Advisory Board Facilitator for Public Meetings 19 April 2006 1) General Criteria a) Authorization: This work is being performed under the Defense Environmental Restoration Program for Formerly Used Defense Sites (DERP-FUDS); b) This contract provides for independent, neutral party facilitation services for Restoration Advisory Board (RAB) Meetings concerning formerly used defense sites on St. Lawrence Island, Alaska. It will provide for one person to conduct the meetings in a fashion that is fair to all stakeholders related to the FUDS projects at NE Cape and Gambell; c) The period of performance shall be for three meetings, generally occurring over the course of one year. Option 1 will be included to extend the performance period for an additional three meetings. Similarly, Option 2 will extend for another three meet ings. Options should be priced separately; d) The contractor should have previous experience as an independent facilitator for environmental matters and a demonstrated knowledge of Alaska native issues. 2) Goals a) The goals of the project are: i) To see conflicts of opinion between the Corps/RAB/stakeholders/ADEC through to a resolution; ii) Maintain a friendly atmosphere; help parties agree on standard procedures for coming to resolution on areas of disagreement; iii) Allow the Corps to share information and give updates on project status to the community; iv) Allow the community to give feedback and make recommendations about the projects; v) Identify common ground between all parties; vi) Communicate an understanding of future expectations for the projects; vii) Agree on a path to move forward. 3) Meetings a) The contractor shall participate in each of the next three RAB meetings (typically three per year) to conduct the RAB meetings as a neutral facilitator. The contractor must participate in person. Meeting locations alternate between Gambell and Savoong a, therefore, the next three meetings will be in Gambell, Savoonga and then Gambell. The contractor shall have no duties in Anchorage for this contract. Travel costs to St. Lawrence Island should be included in the proposal; b) Assure that meeting participants understand meeting protocols; c) The contractor shall ensure fairness, giving equal opportunity for everyone to speak and be heard; d) Establish and enforce conference phone etiquette as many RAB Members choose to participate via audio teleconference; e) Ensure conversations are not cut-off and all ideas/opinions raised are captured; f) Avoid breakdown of meeting into passionate/heated discussions; g) Minimize interruptions and off-topic remarks; h) Act as timekeeper, assure regularly scheduled breaks occur, follow the agenda; i) Assists in developing topics for subsequent meetings; j) Meetings generally last three to four hours. Meeting space, teleconference costs and audio/visual equipment are the responsibility of the U.S. Army. 4) Specific Requirements 1. Pre-performance conference: Within 5 days of contract award, prior to commencement of work, the Contractor shall participate in a teleconference call with the Alaska District Contracting Officer or designated representative. The purpose of this meeting is to discuss and develop a mutual understanding of scheduling and administering the work. 2. Submittals: Provide a short, written commentary to the Corps Project Manager regarding the facilitators perceptions on how each RAB Meeting went. Meeting Minutes will be provided for the Contractors review before submission of this commentary. The Contractor shall provide an electronic copy and a hard copy of the commentary to the Alaska District Project Manager. 5) Public Affairs The contractor shall not make available to the news media, or make public disclosure of any data resulting from this contract. The contractor shall refer all press or public contacts to the Contracting Officer or designated representative. 6) Point of Contact The contracting officer is the only authority that may enter into, administer, or terminate contracts. Any questions or changes should be directed to the Contract Specialist. 7) Method of Payment These services shall be provided at a firm fixed price. Payment will be by billing for the work accomplished after each meeting. 2. All other terms and conditions shall remain the same.
