Description
The Tricare Management Activity (TMA), Executive Information/Decision Support Program Office (EI/DS) seeks sources for Commercial Off-the-Shelf (COTS) or Government Off-the-Shelf (GOTS) tools for clinical data analysis and reporting. EI/DS operat es and maintains large repositories of clinical and business data for 9.2 million beneficiaries in the Military Health System (MHS). EI/DS is planning an acquisition and seeking information on commercially available applications and tools that facilitate a nalysis and reporting related to population health, HEDIS measure computation and reporting, provider profiling, disease management, utilization management, best practice compliance, geo-mapping result sets, and predictive risk modeling. The source system is the MHS Electronic Health record, AHLTA (formerly known as CHCS II) and the Purchased Care Data Warehouse which maintains the medical claims for our beneficiaries who receive care from the network providers. The application/tools should be web-based an d support customizable standard reports with drill-down capability. The product should be capable of adding new data sets and reports without (1) violating proprietary software rules and (2) be performed by a third party software maintenance contractor. T he software must be able to meet DoD security requirements as well as provide auditing capability for HIPAA compliance. The current EI/DS data processing environment is: Hardware - IBM P570; Operating system - AIX current version 5.2; RDBMS - DB2 v8; Appl ication Server - Websphere 5.1; and BI software Business Objects XI or COGNOS. Any contractor who can provide GOTS or COTS tools compatible with this environment or contractors who desire to propose an alternate architectural solution should submit a capab ilities statement and any other additional information to Thea Hofgesang via email at thea.hofgesang@det.amedd.army.mil. No other information will be accepted after the closing date. Firms that responded to a similar RFI published on 22 March and due on 6 April need not respond to this announcement.
