Description

The Government intends to negotiate on a sole source basis and award to the Bell-Boeing Joint Program Office, a contract for the incorporation of Block B aircraft revisions and enhanced Night Vision Training Capability into the USMC MV-22 Full Flight Simulators and Flight Training Devices. The anticipated award date for this contract is 29 September 2006. The period of performance for delivery shall be 15 months after contract award. This action will be negotiated on a sole source basis under the authority of FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements). Bell Boeing Joint Program Office is and has been the sole developer of the MV-22 Full Flight Simulators and Flight Training Devices. Given the complexity of the system and the level of system knowledge required to complete the development and training device upgrades, Bell-Boeing is considered the sole source possessing the expertise, internal technical data, equipment and experienced personnel necessary to successfully fulfill the government's requirements within current budget and time constraints.
