- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. You may also access information on the NSWC Crane Division web site at http://www.crane.navy.mil/supply/homepage.htm. The Naval Surface Warfare Center has a requirement for Spares and repairs of Type II PCMCIA 2 Cards (SBS Technologies P/N ASF-PCM2-I/R) with proprietary architecture (drivers and software stock). These parts are used on the E-Board Computer System, an in-cockpit controller for the USQ-113, Multi-Mission Advanced Tactical Terminal (MATT) and Improved Data Modem (IDM). This requirement is anticipated to result in a five-year, firm-fixed price, indefinite delivery, indefinite quantity (IDIQ) supply contract. Min/Max for the spares is 10/160 and Min/Max for repairs is 2/20. Delivery will be FOB Origin within 45 days after receipt of orders. Inspection and acceptance will be at Origin by NSWC Crane personnel A commercial solicitation will be issued using other than full and open competition to SBS Technologies, Inc. IAW FAR 6.302 and the procedures at FAR 13.5. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.utilizing other than full and open competition procedures. This solicitation will be available on or about 15 MAR 2006 at the following address: FedBizOps http://www.eps.gov, the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil and the Crane webpage at http://www.crane.navy.mil.supply/announce.htm. No hard copies of the solicitation will be mailed. The offeror must download from the www site listed. Offer must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on ?Submit Bid? does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to download the RFP and to submit offers to the POC at NSWC Crane. NAICS Code 334111; FSC Class 59. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, SBS Technologies Inc., 7401 Snaproll N.E., Albuquerque NM 87109, under the authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The design and drawings for the card are owned by SBS Technologies and the Government does not own a complete technical package that would allow for full and open competition. Interested parties may respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
