- This synopsis is being posted to both the Federal Business Opportunities (FedBizOpps) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FedBizOpps is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FedBizOpps is unavailable. Please feel free to use either site to access information posted by the NSWC Crane Division. You may also access information on the NSWC Crane Division web site at http://www.crane.navy.mil/supply/homepage.htm. The Naval Surface Warfare Center Crane has a requirement for the procurement of repairs to the AN/PVS-21 left and right monoculars. This requirement is anticipated to result in a 5-year, firm-fixed price, indefinite delivery ? indefinite quantity (IDIQ) supply contract. The contract minimum is for 25 repairs. The maximum repairs that will be procured under this contract are 100. Delivery will be FOB Destination, NSWC-Crane, Crane, IN 47522-5000, within 45 days after receipt of orders for repairs. Initial inspection will be at origin with acceptance at destination by NSWC Crane personnel. Other than full and open competition procedures will be utilized with Specialized Technical Service, Inc. (STS), 2794 Ripple Road, Beavercreek, OH 45440, under the authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Only one responsible source and no other supplies will satisfy agency requirements. This contract will fall under the Simplified Acquisition Procedures, Test Program for Certain Commercial Items, FAR Subpart 13.5.The repairs will be used for the AN/PVS-21 left and right Monocular units. Specialized Technical Service Inc., formally known as Sensor Technology Systems Inc., was the original equipment manufacturer of the currently fielded Low Profile Night Vision Goggle, AN-PVS-21. The proposed contract action is for supplies the Government intends to solicit and negotiate with only one source; however, interested parties may identify their interest and capability to respond to the requirement of submit proposals. This notice of intent is not a request for! competitive proposals; the government will consider all proposals received prior to the anticipated closed date. A determination by the Government not to compete with this proposed contract based upon responses is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All changes to the requirement that occur prior to the closing date, 25 May 2006, will be posted to Crane web site, FedBizOpps, and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award utilizing other than full and open competition procedures.
