- Contracting Office Address Department of the Navy, United States Marine Corps, MARCORSYSCOM, Contracts Office Code CTQ8, 12350 Research Parkway, Orlando, FL, 32826 Description The government intends to award on a sole source to Ballistics Technology International (BTI) Ltd, 110 W. Ninth Street, #580, Wilmington, Delaware 19801 for the procurement of a temporary Shock Absorbing Concrete (SACON) Live Fire Shoot House and Grenade Trainer for Marine Corps Base Camp Pendleton, CA. A total of two grenade/shoot houses and three one-room live fire buildings are required. The temporary SACON grenade/shoot house will be used for grenade handling, room breaching, room entry and clearing in an urban setting. The building should have one room for exploding grenades, two rooms for room entry and clearing and an adjoining hall connecting the two areas. Two doorways between the two operational areas and three entry doorways are required. Minimum room sizes required are: grenade room = 18x22-ft; clearing rooms= 12x15-ft; hallway = 20 x 5-ft. The clearing rooms require one window in each. No roof is required for the training facility. Wall height must be 8-ft minimum. The wall technology to be supplied must handle light weapons, particularly 5.56mm ball ammunition and have a minimum thickness to handle 2,000 rounds of 5.56mm ball ammunition in an 18-in circle. The room clearing rooms require breachable doors. The grenade throwing rooms require a means of preventing the explosives from exploding close to the base of the walls, to prevent foundation wear. The temporary one-room live-fire buildings require a door and a minimum of one window and a minimum interior square footage of 150 sq-ft. No roof is required. A breachable door is required to be installed on the doorway. The wall technology for these buildings is to have the same performance as the grenade/shoot house(s). The sites for these temporary training facilities will have a level ground condition, and the supplier will be required to provide a packed earth/dross pad where the training structure is to be erected. This structure must meet the current guidelines for existing earthquake specs. All buildings are to be considered non-inhabitable and temporary. Walls must be detachable for removal. This award will require a similar temporary structure to be placed on Range 213, Camp Horno and a like structure consisting of three temporary live fire/grenade rooms at the School of Infantry, San Onofre, Camp Pendleton. This award, which is three separate projects, is worth approximately $565,000. This is not a request for quotations or an announcement of a forthcoming solicitation. It should not be construed as a commitment of any kind by the US Government to issue a solicitation. Any information provided to the Government in response to this RFI will become USMC property and will not be returned. All proprietary or classified information will be treated appropriately.
