Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Office of Transportation and Air Quality (OTAQ), Transportation and Climate Division (TCD) intends to award a sole source, firm-fixed-price purchase order to Texas A&M University of College Station, TX under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this acquisition is to obtain current analysis from a peer-reviewed analytical tool of renewable transportation fuels from the U.S. agriculture sector, including ethanol made from corn of cellulosic material such as switchgrass, and biodiesel. Under this order, Texas A&M will use the Forestry and Agricultural Optimization Model + Greenhouse Gases (FASOM-GHG) and update it to include U.S. Department of Agriculture (USDA) Farm Program assumptions. In addition, the contractor will provide support in updating the model for energy prices and ethanol and biodiesel cost and performance characteristics The contractor will also use the FASOM-GHG model to estimate the impacts of alternative renewable transportation fuels scenarios on the U.S. agricultural sector through 2020. The North American Industry Classification System (NAICS) Code for this procurement is 541620. It has been determined that because of the unique capabilities of the Texas A&M Department of Agricultural Economics staff in agricultural sector modeling and their ability to analyze economic impacts and greenhouse gas emissions/carbon sequestration of competing renewable fuels policy options, it is the only vendor uniquely qualified to meet this requirement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. However, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a written capabilities statement, which, if received by the response date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
