- This is a sole source procurement to increase the ceiling and to extend the ordering period of an existing contract with L-3 Communications Titan Corporation, Pulse Sciences (formerly, Titan Corporation Pulse Sciences Division). The increase in the ceiling is $8.5 million from the current ceiling of $35.0 million to a new ceiling of $43.5 million. The ordering period is extended from 31 December 2006 to 31 March 2007. The scope of work of this Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract DTRA01-02-D-0005 is to provide a broad range of recurring requirements for scientific, technical, application engineering and scientific services, technical support, analysis services, facility engineering and technology and supplies. The major purposes of the contract are to procure specialized expertise and services essential for performing system development and engineering qualifications tests, survivability demonstrations, modeling and validation and certification requirements analysis and pulsed power experiments. The Defense Threat Reduction Agency (DTRA) terawatt-class radiation simulators are Government Furnished Equipment (GFE) and are customized to provide the test environments needed by the Nuclear Weapons Effects (NWE) communities. The raise in ceiling and the extension of the ordering period are required because of an unexpected amount of customer testing and additional tasks placed on the contract in support of simulator development above estimated operation and maintenance costs. There has been an average increase of 31% /year of external test customer support and $1.8M above average cost per year for maintenance and repair. The extension to the contract is required to allow for continued support until the re-compete is complete. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1) implemented by Federal Acquisition Regulation 6.302-1. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
