- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number HDTRA1-06-T-0003 is being issued as a Request for Quote using Simplified Acquisition Procedures. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-7 and the Defense Federal Acquisition Regulation Supplement(DFARS) change notice 20060412. The Defense Threat Reduction Agency intends to award a purchase order on a sole source basis to Crucible, Inc. of Fredericksburg, VA. The North American Industry Classification System code for the ammunition is 423990, the small business size standard is 100 employees, and the Firing Range is not classified. The Government intends to issue a firm fixed price purchase order with 2 option years for the following line items: CLIN 0001: Range access for 12 months; CLIN 0002: 84,000 rounds of 9mm ammunition (purchase & store); CLIN 0003: 150,000 rounds of 5.56mm ammunition (purchase & store); CLIN 4: Range access (Option year 1); CLIN 0005: Range access (Option year 2). The period of performance for CLIN 0001 and option CLINs 0004 and 0005 shall be one year from date of award/option exercise. The required delivery date for CLINs 0002 and 0003 shall be 7 days from date of award. Access to indoor and outdoor range facilities located within one (1) hour driving distance from Ft. Belvoir, VA. Both ranges will be approximately 100 yards in length. The outdoor facilities will be able to support the weapons utilized by DTRA personnel. The following weapons: M-4 in semi-auto and auto configuration, M-24 sniper system, shotguns, other long rifles, assorted pistols, and other automatic weapons. Additionally, these ranges will allow personnel to practice fire and maneuver exercises toward a target. Range use will be arranged by telephone with 1 week prior notice. The ammunition will segregated & stored in a secure portion of the facility, DTRA personnel will have access to the secure storage area and control its use. BASIS FOR AWARD: 1) Ability to tailor the range for moving targets furnished by the Government; 2) Ability to store & secure ammunition; 3) Location of the range; and 4) Price (in order of importance). The following FAR provisions apply to this solicitation: FAR 52.212-1, Instruction to Offerors, Commercial Items; FAR 52.212-3, Offerors Representations and Certifications, Commercial Items , (or a statement that this has been completed at https://orca.bpn.gov) are to be completed and submitted with the offer; The following FAR Clauses are incorporated herein FAR 52.212-4 Contract Terms and Conditions Commercial Items, 52.212-5- Contract Terms and Condition Required to Implement Statutes or Executive Orders-Commercial Items, specifically citing the following: 52.222-19, 52.222-21, 52.222-26, 52.222-35,52.222-36, 52.222-37, 52.225-13, 52.232-33; 52.252-1. In addition, the following clauses apply 52.247-34 F.O.B. Destination, 52.217-9 Option to Extend the Term of the Contract. DFARS Solicitation clauses incorporated by reference; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes of Executive Orders Applicable to Defense Acquisitions of Commercial Items, specifically 252.225-7001 Buy American Act, and Balance of Payments Program, 252.232-7003 Electronic Submission of Payment Request. This notice is not a request for competive quotes. Clauses and provisions incorporated by reference may be accessed via the internet at http://farsite.hill.af.mil or http:.arnet.far.gov. All quotes must be for the services & item stated, partial quotes will not be considered. Responses/Offers are due 3:00 Eastern Standard Time on April 27, 2006. Quotes may be submitted via fax or e-mail. (see numbers below in point of contact) Numbered Note 22 applies.
