Description
THIS SECOND AND FINAL AMENDMENT TO THE SYNOPOSIS IS FOR THE PURPOSE OF ADDING THE CONTACT INFORMATION OF VENDORS WHO EXPRESSED AN INTEREST IN BEING CONTACTED BY PERSONNEL INTERESTED IN WORKING FOR THEIR COMPANY TO PROVIDE THESE SERVICES. THE CONTACT INFORMATION IS LISTED AT THE BOTTOM OF THE SYNOPSIS AND INCLUDES ALL THE VENDORS FROM THE FIRST AND SECOND AMENDMENT. The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) has a requirement for contractor’s to carry out a wide variety of activities related to plant and animal health in a multitude of countries throughout the world to support PPQ’s mission to protect the agriculture and natural resources of the United States. APHIS requires the services of contractor’s to provide personnel for consultation, technical expertise assistance, and analytical services to support the agency’s programs including but not limited to domestic and international plant and animal health programs and biotechnology regulatory services. The contracted personnel services work will fall under three broad technical/analytical areas including risk assessments and regulatory analysis; pre-clearance inspections; and pest risk analysis and mitigation activities. Contractor personnel with experience and knowledge of US Federal plant pest quarantine programs and programs of foreign national plant protection counterparts on plant pest issues; risk identification, pathway analysis, and risk mitigation methods of plant pests; US Federal agricultural quarantine inspection methodologies and procedures and pre-clearance programs; risk and biological assessments; international standards and the Biosafety Protocol; the Plant Protection Act, The Animal Welfare Act, and the Animal Health Protection Act are highly desirable. There is a high likelihood that former USDA employees with unique skills in these areas may be interested in pursuing employment /subcontracting opportunities. A firm fixed price indefinite delivery indefinite quantity non-commercial services contract is anticipated for these services. The contract will include a one year base period and four 1-year unilateral options to extend the effective period. The solicitation, 016-M-APHIS-06, will be released on or about February 24, 2006 and will be a 100% small business set-aside, therefore, all responsible small businesses may submit an offer. The NAICS code is 541990 with a size standard of 6.5 million dollars. After release, one may download a copy of the solicitation at this site.
