- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is PAPERRFI and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-08. The associated North American Industrial Classification System (NAICS) code for this procurement is 453210 with a small business size standard of $5.0M. This requirement is unrestricted and only interested offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Friday, April 21, 2006 at 15:00:00 Eastern Time or as otherwise displayed at www.FedBid.com. Punched, 8-1/2 x 11", 2000, 100 Leaves; For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on www.FedBid.com. There is no solicitation available at this time. The US Department of State (DOS) is seeking interested parties (heretofore identified as "company") willing and capable of providing paper to the DOS Headquarters, annexes, field offices, and posts across the continental U.S.. Specific requirements and exceptions are provided below. DOS is looking for a company to provide paper for sale for all domestic copiers in DOS. Also sell paper by the case to customers for uses to be determined by the customer. The company shall deliver paper at the request of the customer. The paper for domestic customers shall equal JCP 063. Current year supply numbers indicate that approximately 14,000 cartons (350 pallets) are required, based on receiving 15 skids a week. The provision of paper to DOS is a portion of an ongoing Office of Management and Budget (OMB) Circular A-76 competition. As such, no Request For Proposal (RFP) is being issued at this time. An RFP may be issued once the performance decision is reached for the A-76 competition. The purpose of this Request for Information (RFI) is to obtain estimated unit prices for paper, as indicated below and in the attached document: "USDOS PAPER RFI -Paper Price Adjustment.Doc.". Company personnel shall possess personnel security clearances commensurate with the employees level of access to classified information. All company personnel, while on-site, will wear DOS-provided identification cards, which must be visible at all times. Currently, the DOS Office of Multi-Media Services operates approximately 1,000 office copiers that handle the needs of 72% of all the DOS bureaus and offices within the continental U.S. Currently, 90% of the copiers are located in the Washington, DC metropolitan area, with the remaining 10% of copiers located in the field offices throughout the U.S. Exact locations of these machines will be provided in the event DOS issues an RFP for these services. Copy volumes of each copier machine vary from 1,500 copies per month up to over 20,000 copies per month on equipment manufactured by Canon, Kodak, Kyocera, OCE, Panasonic, Ricoh, Savin, Sharp, Toshiba, Xerox, and Heidelberg. DOS is looking for a provider to supply paper for these copiers. The company shall provide copier paper to the DOS Headquarters Harry S Truman Building (HST), DOS annexes, DOS field offices, and posts across the continental U.S. The specifications of all paper furnished domestically must be in accordance with those listed for the corresponding JCP Code numbers in the 'Government Paper Specifications Standards No.11' dated February, 1999. Color of paper furnished shall be of a uniform shade and a close match by visual inspection of the JCP. The period of performance contemplated for this RFI is 10 years. The paper prices will remain the same for all 10 years with the exception that they will be adjusted in accordance with a 'Paper Price Adjustment' paragraph detailed in the attached document entitled: "USDOS PAPER RFI -Paper Price Adjustment.Doc." Based on the specific requirements listed in the attached document "USDOS PAPER RFI -Paper Price Adjustment.Doc." we are requesting information regarding the company's ability to provide the services and indicate a unit price in the table in the FedBid.com Line Items.
